European Stars and Stripes (Newspaper) - May 16, 1992, Darmstadt, Hesse Saturday May 16, 1992 the stars and stripes a Page 7limited logging of d in spotted owl areas by Tom Kenworthy the Washington Post Washington by the narrowest of margins the Bush administration won limited authority thursday to Cut Timber in Pacific Northwest forests that Are Home to the threatened Northern spotted owl. The decision came from a special Cabinet level panel that voted to override the endangered species act and permit logging on about 1,700 acres of Federal land in Oregon. The seven member endangered species committee often called the a god squad a voted to exempt from the act sales of Timber from 13 tracts of Federal land proposed last year by the Federal Bureau of land management. But the panel denied the by my a request for an exemption covering another 31 sales and ordered the Agency not to offer any new Timber sales until a plan has been developed for a a recovering owl populations on land the Bureau manages. The decision was denounced by environmentalists who said they would go to court to prevent the Timber sales and by allies of the Timber Industry who said it does no to go far enough to help workers in the battered Forest products Industry. The decision is unlikely to have an immediate Impact because Federal judges have barred logging in most of the ancient Northwest forests in the course of pending lawsuits filed by environmental groups. Immediately after the voting the panels chairman Interior Secretary Manuel Lujan jr., made Public the governments official recovery plan for the owl and an alternative plan a devised at Lujans direction a that would Cost fewer jobs but save far fewer owls. The official version would meet the mandate of the endangered species act by requiring efforts to restore owl populations to a level that would remove the Bird from the threatened species list. La Jan s alternative would preserve a lower number of owls but not enough to get the species off the list. A if we take a common sense Middle ground approach we can preserve the owl but at less than one half the Cost a said Lujan As he presented what he called his a preservation plan for the owl which was declared a threatened species in 1990. Lujans alternative would require approval by Congress which Capitol Hill sources regard As unlikely. The full recovery plan required under the endangered species act would set aside 5.4 million acres in the Northwest and result in the loss of about 32,000 Timber Industry jobs according to the Interior department. Lujans alternative would set aside 2.8 million acres and Cost about 15,000 jobs. A a it Snow up to Congress to make that decision a Lujan said. Environmentalists immediately dubbed Lujans version the a extinction plan a be cause even the written proposal estimates that it is Quot highly Likely that the plan would a eventually result in extinction or near Complete extirpation of Northern spotted owls after More than a Century. Thursdays actions came As the Long running debate Over the spotted owl and the disappearing old growth forests it needs to survive appears headed toward a Climax sometime this year. Congress wrestling with its desire to protect the environment and Timber Industry jobs is working on comprehensive legislation governing old growth forests. Two House subcommittees have taken divergent paths one approving a Bill that would establish a 6.8 million acre owl preserve in the Northwest the other voting to set aside about 9 million acres of Federal land. Court decisions involving the owl have front millions of acres of Federal land off limits to new Timber sales and Cost thousands of loggers and other Forest related Industry employees their jobs.
