Why were the maps called to report a fire normally you would Call the fire department to report a fire. It appears the writer did no to know the emergency reporting phone numbers for the different agencies. You  Call the fire department to report a murder would you calling the wrong Agency will cause a delay in notifying the proper Agency As each emergency Agency has priorities. The maps could have been working on something that according to them is a priority. For the writer to make the statement that it took the fire department 30 minutes to arrive could cause that department to be held liable for damages caused by the fire.
