Military recruits picked up slightly last Spring but remained below the Levels recorded in 1992 and 1991 the Pentagon said thursday. One of the military s measures of qual Ity the percentage of recruits who have High school diplomas and also scored in the upper half on the enlistment test averaged 69 percent for the first three quarters of the 1993 budget year. That s an improvement from 65 per cent for the first two quarters of the Bud get year. But it is below the 75,percent result in the first three quarters of 1992 and 71 percent in the comparable period in 1991, according to the Pentagon Fig ures.
