Tuesday january 25,1994 Perot vows fight on budget health care Byda Balz the Washington Post Ross Perot emerged from two months of political hibernation sunday pledging to fight this year for a balanced budget amendment to the Constitution an against president Clinton s health care plan. In his first extensive interview since his losing Battle against the North american free Trade agreement and his testy debate with vice president Al Gore Perot appeared still wounded by the Naftal experience. That performance Hurt him politically and raise questions about whether he can regain the kind of in fluence he wielded during the 1992 presidential Campaign and through much of last year. Perot said however that he will Convene the elected leadership of his United we stand America for a four Day meeting in Early february in Dallas to set priorities for the year and that he will devote All his time to that Agenda. Perot sharply criticized Clinton s health care plan calling it an air plane with no Wing that would Tell a Mother she cannot pick the doctor to deliver her baby and would Lead to rationing of care. Health care will be rationed and you and i will stand in line he said in an interview on a Span that included a tour of his Hometown of Texarkana. The Texas businessman said he was sceptical that government has the capability to manage the health care system. Before comprehensive Reform is enacted he said several initial Steps should be taken. He suggested that government prove its capability to deliver Quality health care by improving veterans Hospi tals. The administration should make projected saving sin medicare and medicaid and put the Money in the Bank before proceeding with the expansion of care envisioned by Clinton Perot added. Before we change All this the current system with a Radical plan put together by people whose lives have not been spent in health care we d better really be careful he said. Perot said that he believed his followers had Force greater discipline in spending on the Federal govern ment but that a balanced budget amendment which could be one of the first issues to face Congress this year is still needed. Perot expressed bitterness about the Naftal defeat blaming it on Clinton s willingness to Cut deals with individual lawmakers to win votes. But the businessman said he was willing to debate Gore again any time provided neither person would interrupt the other person in  where he once seemed to command television time at will Perot said he cannot buy network time now for his infomercials and does not seem to be Welcome on the morning talk shows. Two juveniles and a 17-year-old were arrested.
