The packages were mothers Day gifts and each had a greeting card securely attached to the front. Each address was boldly printed on the envelopes. I completed the required customs forms then requested priority mail shipment to ensure their delivery to South Carolina by mothers Day. I also requested insurance for the value of the gifts. When the clerk weighed the first package and computed the Cost he insisted 1 pay an additional 29 cents for the attached card. I told him i have been mailing packages with attached cards from that Post office for nearly four years and have never been charged extra for part of the packages exterior. I then asked Why the sudden change in postal charges. He stated simply that it was regulation. 1 asked to see the postal regulations manual. He claimed he did not have one but if his supervisor was present head absolutely refuse them without the additional postage  a a a v. He then processed my packages warn Irig me that they would Likely be returned for insufficient postage. When my two packages were weighed the postage for priority mail plus insurance included the weight of the attached cards. A. In spite of this clerks warnings i have received word that both packages arrived securely on May 1. I would like to thank the rest of the postal staff for processing my mail so pc.
