Defending spouses i have not yet finished Reading my sunday paper july 10but i cannot continue without responding to the woman who used letters to the editor As a medium to attack military spouses. She states that a was a civilian my observations Are that Mii Kary spouses arc comparable to welfare recipients in the states Quot and that they should a Stop complaining and become useful citizens of  she. Thinks military spouses Are a living off the government a and wonders a Why can to they be asked to do something in return.�?�. In my 30 years As a dependent and Active duty soldiers have never met a military spouse who fits this warped description. Most spouses have Given up a Chance to have their own career to serve their families and our country. They have to be both father and Mother for Long periods of time during deployments. Their own dreams of a Normal life Are often. Interrupted without notice by the needs of the military. They Are coaches Counselor volunteers and Community leaders. A a a just like soldiers spouses do More now than Ever. Many of the benefits provided by the military have eroded through the tumultuous draw Down that affects us All. Spouses have been key to keeping Many of these benefits alive for All to Benefit. Many of our distinguished elected representatives arc perilously close to being hijacked by a Point of View that most americans done to share the termination of Federal support for the arts. The coming Senate vote on appropriations for the National endowment for the arts can already be viewed As a Clear Victory for those who have never wanted the Federal government involved in supporting Art and culture. They have succeeded in reducing the Issue of Nea appropriations to debate on a single Issue should the Federal government support Only a a decent Art the Senate appropriations committee headed by Robert a Byrd has allowed the enemies of the Nea to Trot out their most recent example of Art that strains or offends mainstream sensibilities and to Iise the minuscule financial role the Nea played in its presentation As a litmus test for support of the entire Agency. The committee voted to Cut the arts endowments budget by $8.5 million a 5 percent reduction because some members objected to a performance that occurred at the Walker Art Center in Minneapolis which the Nea indirectly supported with $150. That performer and his performance Are not the Issue Here. The Issue is that responsible and level headed elected officials have swallowed the Hook baited by sen. Jesse Helms which seeks to create controversy from the work of a few contemporary artists while ignoring the enormous Public benefits the Agency creates and stimulates. Lost in the scramble for this righteous political High ground is the fact that cultural organizations a both Large and Small and in every Region of the country a have benefited from the support provided by the arts endowment. It is a recognized fact that groups affiliated with sen. Helms which oppose Federal support of the arts conduct a live research on any and All Nea sup ported projects that might be elevated to the status of the a controversy of the  they often distort the Conjoint or context of the performance or artwork and use each incident effectively in direct mail fund raising efforts for their organizations. This Well organized Campaign has succeeded in drawing the Media s attention to the periodic controversies. The net result is that the positive Nea work has been eclipsed by the controversies. As one who. Has performed across the land i can Tell you that our country and our youth need More of what the arts have to offer. When performers like Anna Deaver Smith created great theater works out of the racial acrimony she found in Williamsburg Brooklyn and los Angeles the endowment was there lending financial support. Smiths performances have helped communities that Are racially polarized Bridge some of their differences. This is one of the great attributes of the arts a the ability to transcend boundaries and reduce differences. Few people in this country knew anything about the Caribbean until they started singing the banana boat song.
