Officials said they be decided to eliminate rules allowing athletes to miss inspections and marching drills. Such rules gave the wrong impression that the athletes were pampered said capt. John a Padgett i commandant of midshipmen. The Academy also is changing rules that allow athletes to pick instructors through Early registration Padgett said. Although athletes will still get to Register Early they wont know the names of their course instructors. The changes come months after 24 midshipmen were expelled from the Academy for their role in a 1992 cheating scandal. A Navy inspector general a report on the cheating scandal concluded that there was a widely held perception within the brigade that athletes particularly football players were Given a preferential treatment a Padgett said most of the changes Are a minor policy  but they were having a major Impact on the morale of the 4,000 midshipmen.
