Under the fiscal 1995 defense authorization Bill which was sent to president Clinton on tuesday no funds would go to any institution of higher education that prevents the armed services from recruiting students on Campus. Controversy surrounding the presence of the armed services on College campuses dates to the late 1960s, when student protests Over the Vietnam War led Many universities to eliminate Reserve officers training corps programs and ban military recruiters. But in recent years the grounds for exclusion have changed. A number of universities have prohibited on Campus activity by employers including the military that discriminate on the basis of sexual orientation. It was in response to such a move by one of the nations largest systems of higher education the state University of new York that rep. Gerald Solomon r-n.y., proposed the restriction on research Grants when the defense Bill reached the House floor last Spring. Helped by congressional hearings that indicated military recruiters were having trouble meeting their quotas Solomon a amendment was easily approved 271126, on May 23. A similar amendment by rep. Don Nickles r-okla., was added to the Senate version of the defense Bill by voice vote july 1. Although Congress attached a similar restriction to the 1973 defense authorization Bill it included a clause allowing the Secretary of defense to waive the prohibition if the research being conducted was a Likely to make a significant contribution to the defense  the restrictions in the fiscal 1995 defense Bill do not contain such a waiver.
