Guy Fawkes Day also known As Guy Fawkes night or Bonfire night is celebrated every nov. 5 across the United kingdom. Almost every Village and town will have some Type of festivity including bonfires fireworks and the burning of Guy Fawkes effigies. Guy Fawkes was a member of a group of conspirators who plotted to blow up parliament in 1605. The so called gun powder plot was hashed by a group of roman catholics who were fanatically opposed to policies of the protestant parliament. The conspirators tunnelled into the cel Lar beneath the houses of parliament from the building next door and filled the basement with barrels of Gunpowder Fawkes was to Light the the Gunpowder conspiracy was foiled and Fawkes was imprisoned in Tower of London. He was tortured in an attempt to Force him to reveal his Fel Low conspirators. The Union which represents 6,000 teachers in the military s overseas schools More than 80 percent of All teachers in the system has filed a new clarification of unit petition with the Federal labor relations authority. The association took that action after Dodds officials moved late last month to withdraw their own clarification of unit Peti Tion which was filed last summer. The Union also has asked the authority to deny Dodds permission to withdraw its petition. The association represents teachers in the Pacific Region most of the Europe re Gion and part of the Panama islands re Gion which includes schools in Cuba Ber Muda and Newfoundland. The rival overseas federation of teach ers represents educators in the Mediterranean District of the Europe Region. The Panama canal federation of teachers an Oft affiliate represents the Panama District of the Panama islands Region. If the association gets a favourable ruling it would allow the Union to effectively take Over the Mediterranean and Panama districts. The Union argues that because the school system has downsized redrawn its regional map and consolidated functions in Washington there should be Only one Union negotiating with school officials. Association officials said the consolidations particularly of Dodds personnel functions in Washington have changed the character and scope of the manage ment labor negotiating relationship. Current Law requires that Union bar gaining units must contain employees who share a Clear and identifiable Community of interest and must promote effective dealings and efficiency of operations of the agencies involved. The petition that Dodds now wants to withdraw is actually its second. The authority denied the Uii tial petition late last year because the school system s downsizing efforts were not yet Complete. Authority officials ruled that As Long As the draw Down was under Way overseas teachers still had unique local concerns within their respective regions that were not overshadowed by the school system s centralization efforts Dodds filed another petition with the authority last summer once its draw Down was Complete. School system officials have now asked to withdraw the petition so that manage ment can study the Issue further. Lillian Gonzalez who recently replaced John Stremple As the director of Dodds said in a statement that she wants to have some time to personally review the Impact of the school system s recent Down sizing. Following that review i will determine if any action needs to be taken concerning the current three bargaining units in Dodds she said. Association spokeswoman Sandra Vicks trom said the Union will continue to press the Issue because nothing has happened since the Dodds draw Down ended to make the petition any less valid. The Oft and its pct affiliate have strongly opposed the sea s efforts to consolidate Union representation arguing that teachers will continue to have unique regional concerns despite the school system downsizing and centralization actions. The Oft represents about 800 teachers in the Mediterranean District while the pct represents about 350 teachers in Panama. Schweinfurt Barracks May get Cable service by .
