The proposal part of a legislative package heading to Congress Early next year also would allow agencies to consolidate grades to provide pay increases to valued employees without reclassifying jobs or finding ways to promote grades also could give agencies the flexibility to eliminate layers of management. And the plan would direct agencies and their unions to develop their own system for evaluating employees to re place the current annual evaluations. But at least one Section of the plan the one that deals with labor manage ment relations appears headed for controversy. The labor management Section would expand the number of workplace issues subject to bargaining and require binding arbitration in areas where management currently exercises control when Union Agency negotiations reach an impasse.
