They include creating a consolidated infrastructure Grant of More than $ 11 billion a Yea Rand allocating the Money to states and local governments for roads Bridges another transportation needs. Making the Federal aviation administration s air traffic control system a quasi private corporation. Safety feature would remain under Federal jurisdiction. Consolidating some 60 programs under the department of housing and Urban development into four and giving housing vouchers for families and individuals to use for housing of their Choice. Making the Federal housing administration a depression Era body that guarantees mortgages a quasi ind Epen Den entity. Terminating the clean Coal program at the Energy department and privatizing the naval Petroleum Reserve. Selling uranium no longer needed for National defense after rendering it Suita ble for commercial Power reactors. Clinton s primary targets Are the departments of Energy transportation and housing and Urban development along with the office of personnel management and the general services administration. V the statement said the major portion of the trims would come from the Energy department which would lose $10.6 Bil lion Over the period. In a sign of How far Clinton is from completing his budget cuts the statement said $4.5 billion in cuts will come from other programs much of what Clinton was presenting stems from vice president Al Gore s re inventing government initiative aimed at streamlining the bureaucracy. But the White House Hopes the Magni tude of the reductions will convince con Gress and constituents that Clinton is serious about carving the fat out of government. Clues scarce in shooting at White House Washington a the secret service has found the bullets but not the perpetrator in the latest bizarre shooting at the White House. Someone fired at least four shots from behind the White House Early saturday morning leaving bullets in the state dining room beneath a Christmas tree out Side the president s Back door on the rear driveway and on a Landing off the first floor Balcony.
