European Stars and Stripes (Newspaper) - November 16, 1973, Darmstadt, Hesse A military lifestyle continued from Page a 1 says the program has outlived its useful Ness. Rose said we can see a time in the future when we would phase transition out of existence As a formal he noted i think that in the future we should take the elements of the Transi Tion program and move them Back into the service person s Rose said transition is funded through the present fiscal year but things Are tentative for the program after that. The largest of the education programs offered to the military in Europe is oper ated by the University of Maryland. Mary land invited by the . Government to set up an education program in Europe in 1949, has an enrolment of Over 12,000 for the fall terms at 122 locations in Belgium Ethiopia Germany Greece Italy the Netherlands Norway Spain Turkey and the United kingdom. Maryland conferred 230 bachelors de Grees and 94 associate degrees during the 1972-73 school year. The school also awarded 91 one year study certificates in Law enforcement management and vocational Industrial study during the same period. During the past fiscal year the Over All graduation figures for the army and air Force included 687 two year associate de Grees granted 141 College degrees and 1, 134 masters degrees. Figures Given by the army and air Force reveal the extent of the education programs and the response of servicemen. In the past fiscal year Over 46,000 soldiers took part in High school completion subjects and 51,673 took military occupation skill mos related courses. Various language courses were taken by Over 35,000 soldiers. Air Force figures reveal 16,063 airmen took High school completion subjects and 7,650 were engaged in some Type of technical occupational skill study. When we compute the number of troops taking some sort of course we get a figure Well Over 100 per cent of the 195,000 troops we service said Kneisel the ged head. He noted that in Many cases a Soldier takes several courses during the year and is registered for each one As a separate individual. I would say we could safely estimate that More than half of the . Soldiers in Europe Are taking some sort of education program at any time during the year Kneisel noted. In fact i think it might go higher than financing the course work is done in several ways. The High school completion and mos and occupational skill training courses Are administered free by the serv ices. Transition participants receive their Standard service pay. Fees for the vocational and under graduate program come out of the service Man s pocket normally with help from the government. Some servicemen use their i Bill benefits while in service and Are compensated for course costs. Others apply for tuition assistance under which the service member pays 25 per cent and the government pays 75 per cent. I d say about 75 to 80 per cent of the servicemen taking undergraduate courses at Maryland receive tuition assistance said or. Ben Massey director of the University of Maryland european division. On the graduate level most of the servicemen finance the courses through i Bill benefits officials indicate. It appears that nearly 98 per cent of our military Stu dents Are financing their courses through the veterans administration said or. Edward w. Herbert director of the Boston University graduate program. While costs vary for different College programs government financial Assis Tance is often necessary for the student. At current rates a 120-hour course of study at Maryland would Cost Over $3,000 and a 30 hour masters program at Boston univer sity would run Over $2,100. The interest in continuing education in Europe is Only a reflection of what is Hap pening in the states education officials i Europe note. There now seems to be a desire by Many americans to continue the education process through life whether it be in the vocational area perhaps As recreation or in a More academic form of program noted ged director Kneisel.
