European Stars and Stripes (Newspaper) - November 23, 1973, Darmstadt, Hesse Friday november 23, 1973 the stars and stripes Page 13 William f. Buckley or. The intellectual senator Mondale hey i have seen Walter Mon Dale. I fear he is an idea whose time has not come. It was at the Celebration to Honor the 50th anniversary of the new Leader. That is a Little Jour Nal published in new York which played an important role Over a generation gently but firmly detaching social democracy from bolshevism. It is associated with a remarkable Man dead now 10 years whose benign Shadow continues to hover Over a journal identified by one of the speakers As the Only intellectual journal that was t pro communist during the 30sand 40s. That is slightly exaggerated but close enough to remind one self How lonely was the company of the anti communists in left highbrow circles. So Levitas of the new Leader brought out his weekly journal by wheedling articles from authors and contributions from labor organizations and by straining to pry open a modest Little Hole within which the american left could play a modest anti communist game. This is As difficult As running a Republican plot inside bucking Ham Palace but no one did it bet Ter than the new Leader. The principal speaker was sen Ator Mondale of Minnesota who was Given a medal of sorts. Hews preceded by several speak ers including the Brilliant Sociol Ogist Daniel Bell who spoke authoritatively and nostalgically about the movement and a labor Union Leader who spoke at great length in circles that reel eth the mind leaving senator Mondale in the traditional position of the main speaker who is introduced after the audience is bleary with fatigue. He Carrie on nicely. Here was the Man about whom the intellectual Power brokers have been whispering excitedly for months now. One week in the new York times i counted three references to him in the columns of those influential men who come up with wonderful ideas about who the next president of the United states should be. They did such a thing seven or eight years ago in behalf of John Gard Ner who however chose to sulk off As head of common cause rather than trudge about new Hampshire showing the voters his Scotty Reston scrapbook. Senator Mondale started off with a Nice self deprecating reference to his political genealogy. His father too was a socialist he said but he suspected it was be cause both Hoover and for wanted to eliminate prohibition. He found this evening he said Al luding genially to the length of the previous speech like our own democratic dinners. Except usually Hubert Humphrey is there. What comes after Hubert Humphrey he asked playfully sunday he might have added that what also comes after Hubert Humphrey As a general Rule is a standing ova Tion. But senator Mondale was in a Jam of sorts. He was addressing an audience Liberal like himself in All questions of Domestic policy. But it was also an audience pretty generally anti communist by conviction and where the interests of Israel and the soviet Union collide unflinchingly on the Side of Israel. Senator Mon Dale is not known As a Senate Hawk. Accordingly the senator spent most of his time wheel spinning. Guess what he favors right cleaning up Campaign financing taking constitutional precautions to see to it that Vietnam never happen again making the presi Dent accountable to the people reaffirming our Basic commitment to social Justice and other galvanizing social innovations. Then taking a deep breath he lashed out against the Nixon administration s spirit of we had t heard about the spirit of Munich since Way Back in 1965 when Lyndon Johnson used to try to ramrod a Little his tory into the Backbone of the doves who fluttered about him. From about 1966 on anyone who columns and comment used the word Munich was automatically treated like or. Strange love. But Here was this virginal presence from the popu list Midwest denouncing the spirit of Munich and going on to warn about the dangers of de Tente and denouncing Oil Black mail the audience was not impressed. The social democrats Are truly the despised of history. They Are uncomfortable Amon the right and on the left they Are always being either betrayed or lied to. It is Good that the new Leader perseveres and symbolic of its plight that its circulation is a Mere 20,000. C Washington Star news Tom Braden c. L. Sulzberger Chou at 75 still going Strong i know of no partnership in history like that of Mao tse Tung and Chou in Lai who have worked hand in hand for More than two generations reshaping the ideological political Mili tary and administrative Appa Ratus of the world s largest coun try. Mao holds a position in China s vast Enterprise equivalent to a corporate chairman of the might be called managing director of the firm. He applies on a practical basis the revolutionary theorems worked out bythe top leadership in accordance with maoist doctrine. Perhaps Chou s most remark Able feature is his survival capacity. Now 75, he is still a chairman Mao s right hand. Chou has had quite As Long a personal history with China s communist revolution As years ago May 1933 he was named political commissar for the red army now people liberation army. But Chou is not a music maker a dreamer of dreams like Mao he is More a doer an executive. He has taken pains in recent years to stress the fact that he has no interest in succeeding to Power but Only in applying that Power to which his name is attached under another s title. There is no Chou ism i people s China Only maoism. Ever since the disgrace an death of Lin Piao in 1971 Chou has especially emphasized his Lack of personal ambitions. In deed since his moment of Mili tary glory 40 years ago Chou has consistently seemed More intent on accomplishing the Aims of others than his own. The premieres clearly not to be considered in the succession stakes when the old chairman Dies. Chou is perhaps not the Dynamist to launch a new historic wave but one to recognize such a wave before it even becomes a Ripple. As he says revolution is the main trend of the world the original facets the new impetus were supplied primarily by Mao. Chou was the supreme executor and so he remains. Today the revolution s right hand Man is smaller frailer More tired looking than in his photographs. In repose his face is Tough and fatigued. His War wounds show on his body Abo Veall his right Arm and his soul scars show on his visage. Perhaps the most interesting aspect of Chou s philosophy is his increasing emphasis on China s internal revolutionary problems rather than its external global role. A revolution he says is just like a human being. It can be regenerated by continuous changes in with this in mind and it is of particular import with regard to Chou s own International position it is Worth stressing his latter Day conclusion for us our selves the most important thing is to handle China s affairs Well. For a country like China with so Large a population it will take us several decades to develop our Economy. That won t be done during the 20th Century. We will need millions of trained Success ors to carry on this c new York times Wagner could be big problem for Rockefeller just As Nelson Rockefeller i getting Down to the Point of Deci Sion a new Factor has forced itself into his thinking. The new Factor is the possibility of an opponent who would be very hard to beat. His name is Robert f. Wagner the former mayor of new York City. For the past month new York democrats representing what Wagner Calls a pretty impressive spectrum have been urging him to announce his candidacy. Wagner held Back from decision he says because he wanted to help his son win a race for City councilman in new York. But now he says he realizes he is running out of time. He has promised friends an answer soon. Among those who Are pushing Wagner hardest is prof. Richard Wade who put together George Mcgovern s impressive new York primary Victory. Wade has held intact the Mcgovern activists he estimates their number at about 72,000 and has promised to deliver their organizing strength to a Wagner primary candidacy against Howard Samuels who has begun hiring staff for the race or against . As Wade sees it there Are a least three Good reasons Why Wagner would be the strongest democratic candidate against Rockefeller. First he s the Best known. When he left the new York mayor s office in 1966, the cabbies were cussing him almost As badly As they now cuss Lind say. But time and Lindsay have healed the tempers. New Yor City now looks Back to Wagner As to the Good old Days. Second Wagner has the Best track record. In a lifetime of poli tics he has always done Well. It is now ancient history but in 1956, Wagner made a race for the Senate against Jacob javits. He lost by 400,000 votes but ran More than a million votes ahead of presidential candidate Adla Stevenson. Third and most important Nelson Rockefeller is on the re Cord with Praise for Wagner. He has named Wagner chairman of his state commission on local government. Earlier this year he tried to persuade him to run for mayor of new York City. If Wagner is the opposition said one Rockefeller insider the governor won t be Able to criticize him. At least he won t be Able to say Wagner does t understand state problems which is what he could say about Arthur Goldberg last time Wagner has another asset. Rockefeller s most recent state wide victories have been based upon the Catholic suburban vote once solidly democratic. Samuels who is jewish and Reid who is protestant have been trying to find a Way to win that vote Back again. Wagner who is Catholic might find the problem less difficult. But the most fascinating aspect of a Wagner candidacy is its effect on the decision Rockefeller must make. If new York s Gover nor wants to run for the presi Dency in 1976, can he do that Best As a governor if so he must run again and win again. Could Rockefeller hold labor against Wagner could he hold the Catholic vote could he once again make enormous inroads in democratic new York City Rockefeller has always had a alternative. It is to step aside saying that four terms Are enough and become private citizen no. 1, touring the country to put Forward his thoughts on government As one who has governed and his thoughts on scandal in government As on who has governed without scandal. It is an alternative which maybe looking better to him every Day.
