If it continues it will be the re sult of the yom kippur War the Only possible plus from that bloody but indecisive conflict. It will also be a vindication of the Nixon policy As ably con trived and manipulated by Rov ing Secretary of state Kissinger. But if the present cease fire is to eventuate in a stable Lon term peace both arabs and israelis must make major changes in their past policies. And their two principal sponsors the user and the ., must realize it is in their interests that this age old conflict be superseded by reason Able negotiation. Any valid assessment of this fourth War Between the arabs and israelis will find but one Short term Winner. It was not a Victory for the arabs because they did not accomplish their objectives to de stroy Israel or to regain the Arab lands lost in the 1967 War. It was a Victory for the israelis Only in the sense that it repelled a Surprise attack and preserved is Rael s Borders but at frightful Cost in armaments funds an lives. The ., the Only party in the conflict which did not permit its National interest to dictate its policy was the big loser in this conflict. For the present at least there is no threat of fighting in Korea there is at least a partial peace in Viet Nam the russians Are not trying to Bend us to the limit in Berlin. If Kissinger s detente policy were a real failure would t we be feel ing soviet pressure on All those old cold War battlefields so it seems to me that we ought to declare As a matter of urgency a policy of National restraint toward Henry Kissinger. He has the world s toughest Job and he holds it at the toughest possible time.
