Stansfield Turner director of the Central intelligence Agency has issued an order barring the Agency from hiring military  order also bars the hiring of civil service and foreign service retirees. Turner s action prompted speculation that his move was a trial balloon which could Lead to similar actions by other fed eral departments and agencies. Turner is very close to president Carter who has spoken out against double dipping by re tired military and has appointed a com Mission on military compensation to make recommendations on inc subject. The Cia was Able to Issue such an order because it is not under civil service. Departments and agencies under civil scr Mondale oks changes in voter Bill Washington a vice president Walter f. Mondale and House leaders have agreed to revise president Carter s voter registration Bill in an Effort to win congressional approval. The changes Call for establishing special voter registration offices instead of permitting voters to Register and vote at the polls on election Day. Permitting states to implement the new system on a voluntary basis in the 1978 election. All states would be required to adopt the plan for the 1980 elections. Requiring persons to present positive identification when registering to vote a move designed to prevent voter fraud. Executives of 200 corporations and representatives of veterans groups labor unions and members of Congress were expected to attend a conference designed to persuade major companies to hire Veter ans with or without Federal funds. Carter was expected to sit in on at least part of the session. The hire program help through Industry retraining and employment is expected to spend $140-million Over the next 18 months to create about 100,000 Job training positions. Under Secretary of labor Robert j. Brown said the government Hopes an equal number of veterans will be hired by Busi Nesses not receiving government funds or  re going to hold their feet to me  Brown said of the government s plan to urge employers to hire veterans without financial assistance. Labor Secretary Ray Marshall announced As his first act in office last Janu Ary a three part jobs for veterans program. Under the hire program employers being reimbursed for training costs will rely first on local Job service referrals who will recommend Only veterans for five Days. After the five Days eligible no Vete rans May be referred. Employers hiring without Federal Aid need not go through the state Job service for recruits. Another part of the veterans employ ment involves Public service jobs under the labor department s comprehensive employment and training act. The. Administration goal is to give 33 per cent of these jobs to veterans but Brown said the figure is now running at Only 25 per cent the veterans of foreign wan accused the administration earlier this year of ignoring its goal of filling 35 per cent of toe new Public service jobs with veterans. The organization said the official guidelines for the program published in the Federal Register did not mention the 35 per Cen figure.
