Michael Blumen Thal also on Friday sen. Charles h. Percy said he will question Lance about Why he wrote checks totalling $193,000 when his checking account held Only $27,000 at the end of 1976. Percy suggested that Lance May have backdated the checks to allow him to take income tax deductions for 1976. A spokesman for Lance denied that the checks had been deliberately backdated. Percy in his remarks at a hearing of the Senate governmental affairs committee did not say he had evidence of any income tax violation. A spokesman for the Illinois Republican said later the senator did not know Lance s motive but said that Lance must have either backdated the checks or written them without knowing where the Money would come from to cover them. Percy said Lance s $3.4 million loan from the first National Bank of Chicago was not approved until Jan. 6,1977. If the dates on the checks were accurate Percy said Lance would have had no Way to Back them up. Percy said he will ask Lance about the checks when Lance appears before the committee. A spokesman for Lance said there is nothing in the comptroller of the currency s report which shows anything irregular about this period. There was certainly no deliberate backdating of any Percy s information on the checks and Lance s Bank balances came from Hei Mann s report which concluded that his office found no grounds for prosecuting Lance for his Georgia banking activities. The comptroller s office in 1976 had asked the Justice department to investigate Lance s 1974 gubernatorial Campaign activities. Senate majority Leader Robert Byrd said saturday that Lance should resign be cause his effectiveness has been de but the West Virginia Democrat said Lance should have the Opportunity to appear before the Senate government affairs committee this week before resign ing. President Carter responding to Byrd said saturday he will discuss the Lance Case at a news conference wednesday. Carter said that he knew of Only one aspect of the Case overdrafts by Lance s Campaign committee during Lance s race for governor of Georgia in 1974. Driver.
