About one out of six recipients of the Loans or 390,000 persons have failed to  Back the Loans since the program began nine years ago the government says. The Loans Are made by private lend ing institutions but insured consigned in effect by the government. Once the Loans Are turned Over to the col lectors individuals in default could find their credit rating jeopardized. However the government says it will give everyone a last Chance to  the due amount before it takes this action. The contracts will prohibit the collector from using unethical harassment tactics in an Effort to collect the past due loan
