The Loans Are made by private lend ing institutions but insured consigned in effect by the government. Once the Loans Are turned Over to the col lectors individuals in default could find their credit rating jeopardized. However the government says it will give everyone a last Chance to  the due amount before it takes this action. The first contract with a private collector is expected to be finalized by Decem Ber. The collector will attempt to get the delinquent recipient to set up a schedule for paying Back the Money. If unsuccessful it will recommend other measures the government can take including Legal action. The contracts will prohibit the collector from using unethical harassment tactics in an Effort to collect the past due loan
