A several air Force Academy cadets were implicated and an undetermined amount of marijuana was seized Friday when special investigators pulled a sur prise Early morning drug raid on two dormitories Here an official of the Academy reported. Gov. Mandel sentenced to 4-year term Baltimore. My. Up Maryland gov. Marvin Mandel was sentenced Friday to four years in a Federal prison and stripped of his office for his conviction of mail fraud and racketeering. Mandel 57, was sentenced to four years for each of 15 counts of mail fraud and to four years for a single racketeering count with All sentences to run concurrently. Judge Robert l. Taylor said Mandel s parole eligibility would be decided under Normal standards meaning he probably would have to serve at least one year in prison. Mandel addressed the court before he was sentenced saying he always has been committed to the people of Maryland. He offered no apology for his actions. I spent Over half my life in Public life he said. Now my whole life is in disarray. I have to Start my life  he told Taylor i know you have a very difficult and sad chore to do and i am pre pared to accept your  Mandel could have been fined up to $40,000, but the judge cited newspaper reports that Mandel is broke and imposed no Fine. Mandel told the court it s a fact that i am insolvent from the Point of View of physical assets but 1 am not insolvent be cause i have my  Are More important things than Money and property said Mandel who was convicted of accepting More than $350, 000 in gifts and investments from his five co defendants. The prosecution said Mandel influenced Racetrack legislation to Benefit the code pendants As payment for their gifts. Most of the Money was used by Mandel to finance a 1974 divorce. Assistant . Atty. Barnet d. Skolnik urged the court to show no mercy. Taylor overturned one count of racketeering of which three co defendants were convicted but upheld another. The Senate finance committee also voted to Block the president from imposing a $5-a-barrel fee on imported Oil As an alternative Means of forcing Energy Conser vation. Completing its action on the no tax portions of the president s Energy program the Senate approved on an 86-to-7 vote a watered Down version of Carter s plan to Reform electric rates. But it scrapped entirely the president s proposal to make utilities offer bargain rates for electricity consumed at night or during other non Peak hours. Carter also wanted to prohibit utilities from Selling Power at bargain rates to Large industries. The House had passed that proposal. By contrast the Senate Bill would offer lower electric rates to elderly persons and would give the government the right to intervene in state electric rate making cases but Only to make recommendations on Energy conservation.
