The fire was put out quickly before fire fighters arrived Grossman said but then less than two hours later someone broke through the roof again and started a fire. That spread through the top floor. Basement Blaze police said a third fire broke out in the basement of the building sunday afternoon and spread to the first floor. According to Grossman the third fire destroyed printing equipment 600 hard bound copies of a biography of Chavez and other documents. A spokesman for the mayor said Beame had not yet received the Telegram but he would turn it Over to police commissioner Michael Codd immediately for action. He and a passing Motorist took Crystal to the Newberry county memorial Hospital and she was later transferred to Richland memorial Hospital in Columbia. Union members at Lockheed in Georgia voted sunday not to strike however while talks continue at Mcdonnell Douglas and Rockwell International in California. Some .13,500 members of the International association of machinists and Aero space workers at Lockheed California co. Plants in Burbank Palmdale and sunny Vale s Lockheed missiles & space co. Plant in Northern California called the strike at 12 01 . Monday. The Boeing workers walked off their jobs in Seattle last tuesday affecting 19, 400 machinists in that area As Well As other Boeing employees at the company s facilities in Portland ore., Wichita kan., Cape canaveral fla., and several missile bases. Boeing workers sought a 10 per cent pay increase and pension plan improvements when they struck. Boeing has refused to disclose its last contract offer but Union officials said it amounted to about 3 per cent. The Lam covered workers earn Between $6.15 and $8.47 an hour. The Lockheed talks which began in july ended wednesday when the two sides failed to agree on wages pensions and seniority. Lockheed is offering a 3.5 per cent annual salary increase the first year and 3 per cent the second and third years. The Union seeks 8 per cent the first year 5 per cent the second year and 4 per cent the third year. The Union originally had sought a 10 per cent annual wage increase and Neil Van Der Cooke Iam spokesman said he was optimistic a settlement would be reached soon. Meanwhile negotiations were continuing at Southern California plants of Mcdonnell Douglas and Rockwell International. The machinists Union rep resents about 4,800 employees and the United Auto workers represents about 6, 000 at Mcdonnell Douglas where the con tract expires oct. 16. About 7,000 employees Are represented by the Law at Rockwell where the pact expired oct. 1. A new five year forecast by the Agency predicts that the volume of mail estimated at nearly 92 billion pieces this fiscal year will hit almost 100 billion by fiscal 1981. Postmaster general Benjamin Bailar has said it costs about the same to have a letter Carrier walking Down your Block whether he brings you 10 pieces of mail or one. The five year forecast predicts rising mail volume will produce a surplus of $82 million next fiscal year the first surplus since the postal service was born six years ago. After 1979, rising costs Are expected to bring new deficits. While an Agency spokesman noted that stamp charges would still Nave to go up by 1980 or 1981 to avoid the deficits he said the increase would be less than once thought. Last april the commission on postal service had predicted first class rates rising to 22 or 23 cents by 1981. But Francis Biglin the postal service s chief financial officer noted in his report to the Agency s governing Board that we will obviously need a first class stamp Price quite a bit less than the 22 or 23 cents Biglin senior assistant postmaster general did not predict the rate that would be needed if the forecast of higher volume proves Correct
