This is apparently the new diplomacy or if you prefer the democratization of for eign policy but the net result seems to be that nobody now knows who can speak for the United states not even the president with Assurance that his commitments will be  . In state court two of the policemen we retried for murder in a. Jury trial. The jury found them guilty of a negligent homicide or in judicial parlance a Misdemeanour. The Federal judge s explanation for the mild sentence was As incredible As it was cruel. He said that it was his belief that substantial incarceration would have Little effect on the Houston police depart ment and that the policemen involved would not be in a situation again to Caus such harm to anyone else. Aside from the bad reasoning behind this scandalous sentencing the Justice department doubts that it is so that the policemen will never be in such a situation again. There is no Assurance of that. They could be hired by another police depart ment. In an unusual and unprecedented motion the Justice department has appealed the judge s sentencing decisions asserting judicial  the depart ment s motion addressed to the Sam judge asks that he recognize that he acted without due regard for what the Law re quires fur convictions of such crimes. The . Government fears that the imposition of probation in this Case will cause Citi Zens of All races and backgrounds to believe that the sentence was a result of the continuing inequality of treatment accorded to  truly Public perception of this inequality of treatment should concern the government and All of the people. Every policeman has a difficult Job often calling for split second judgments and actions. But these actions must always be lawful. The Law enforcer must obey the Law and respect it. The degree of Community sensitivity because of past incidents is High. For these reasons the police must exercise fairness under the most trying circumstances.
