European Stars and Stripes (Newspaper) - May 04, 1978, Darmstadt, Hesse Thursday May 4, 1978 the stars and stripes Page 11 letters to the editor pro lauds stripes rental advice Wos housing problems i wish to comment on the recent letter entitled protecting the tenants the writer does the american Community a real service by publicizing and Sug Gesting membership in the Miete Schutz herein renters protective association. This Fine organization is recommended by the Kaiserslautern Community housing referral off ices Ramstein Vogel Weh and Donbach. We have no Way of knowing How Many of our people on the Economy have joined but i would like to see More do so. The writer however is mistaken in his belief that German Law requires a landlord to rent his facility for an amount of Money determined by the government. Statistical tables for different areas of Germany Are compiled jointly by land lord tenant associations and by individual communities based on size and location of housing age and condition of the Struc Ture plumbing fixtures and conveniences Etc. These Are published at a Mark per Square meter Price. However this is not used to control rent but is rather a compilation of statistics. It is my understanding that the various German state governments restrict pay ment of rental for state or federally subs if Zed housing at a certain percentage Over the actual expenses for the housing that in no Way constrains individual properly owners who rent privately financed rental units to the general Public. Every housing referral office i am familiar with uses these figures As a guide line in establishing the top limit to which they recommend a tenant should pay. If in the housing agent s opinion a unit is overpriced the agent will Mark the re ferral card overpriced but a prospective tenant May pay that Price if he wishes to do so. Hros will list Only units which meet cer Tain minimum requirements regarding Kitchen and bathroom facilities privacy heating systems Etc., but it is not within our Purview to refuse to approve contracts for units which do not meet our standards or Are. In our opinion too costly. I too was shocked to see some of the units reported by the stars and stripes in their recent series of articles. It is hard for me to believe that these units were listed through an pro. Health regulations and building codes vary from state to state. Questions regard ing standards of rental units May be addressed to the or an appropriate governmental Agency. The great majority of landlords i be Lieve Are honest. For those of you who think you Are being victimized by Sharp or unscrupulous business practices by land lords and Don t belong to the meters Chut Verein 1 have this advice go to your pro for assistance. We cannot give you Legal advice but we can make observations and give you our you Don t Tell us what your problems Are we can t help you. Mary e. Lombard housing referral officer Ramstein a Germany is Carter s policy disastrous during the past ten months i have been Here in Germany i hive seen the Dollar Ralu decrease constr r by. At one Point it has topped 32 pfennings. Once it was at a Low of do 1.38 for a Dollar. The reasons for these Sharp declines i believe is the Way president Carter is handling the foreign affairs of the United states and also the internal affairs of our nation. I am sincerely proud and honoured to be a i have held my peace for Long enough and now feel compelled to go Public with a problem that i have pursued through local and i Sarteur inspector general Chan Nels to what appears to be of no Avail. Specifically army regulation 210-50 As it is currently written and published makes no mention of housing accommodations for chief warrant officers 4, and thus through the years local housing managers and the 21st support come have placed cw4s with other company Grade officers. This unwritten Taw has persisted Over the last several years with no attempt to Ammund a 210-50 to Correct an assumed oversight. My questions regarding housing for cw4s stems from the fact that a 210 50 states that commanders May assign cw4s to Field Grade quarters. In recent years the training and Doc Trine come has mandated hat cw4s be As signed Field Grade quarters. Why Are cw4s accorded Field Grade quarters in the states and not in i Sarel a permit me to project this situation a bit further some commanders communities in Europe require cw4s to perform Field Grade duties and yet the same commander who requires this will assign a cw4 to company Grade quarters i contend that this represents contradictory premises and wonder How the com Mander can rationalize this colonels and sergeants major receive preferential treatment in quarters assign ment and Are guaranteed a minimum num Ber of bedrooms without regard to their family believe the latter is justified since both grades represent the ultimate in their respective careers. What considerations docs the cw4 get along the same line since they too have achieved the ultimate in their career?1 understand in talking with housing policy personnel that a 210-50 was to be changed in april and that cw4s . Citizen and to be serving our country with my Small contribution. But it is really disturbing to me when i hear that Carter is halting production of the Neutron bomb. He has already killed production of the by bomber and now because he feels that if he shows the soviet government his Good will by not deploying the Neutron bomb in West Germany they will Stop producing How valve an someone be the soviet i Hope you can help me because i am so government has no intentions of halting mad i am ready to explode their production As is evident in their Mill in december american express mad i"""?1 Vert entry placed my Check in the wrong a we did not discover this until a will be assigned to Field Grade quarters. This is great but does not represent the whole Story. It appears that r now has two classes of Field Grade quarters category Iii and category Iii More desirable. Category Iii is the Standard variety of Field Grade quarters and the category Iii More desirable is duplex or equivalent accommodations. To compete for category Iii is straight Forward and usually by the Date departed the states and bedroom requirement. Category i More desirable is competed for based on a pecking order rank and Date of rank. In this latter Case cw4s Are placed on the list after promotable Cap Short a cw4 could not expect to live Long enough or stay in one Job at a particular location to Ever be considered for assignment to category Iii More desirable quarters. My question is Why Are the 200 cw4s stationed in Europe Given no trappings of Success after All there Are approximately three times the number of colonels and sergeants major As there Are cw4s in the John hitter Mannheim Germany editor s note col. Fred l. Weg Ley. Chief Engineer and housing division Hausa eur replies your letter surfaces a valid Point in that under current procedures a cw4 would rarely be assigned More desirable quarters. A 210-50 is currently under re vision and review by he Usa eur. Your suggestion will be incorporated in our comments to he department of he army due May 15,1978.
