The Index of leading economic indicators declined 0.7 percent in july the first drops Noe january. The Index is designed to foreshadow trends in the Economy. While a one month decline does not by itself establish a trend it came against a background of other eco nomic statistics that also Point to sluggish growth. The 0.7 percent decline in the indicators Index in july followed an increase of 0.5 percent in june. The last previous decline was a 1 percent drop in january As the Economy slowed because of the severe win Ter and the Coal strike. The Commerce department reported separately on wednesday that new factory orders dropped 3.8 percent in july the big Gest decline in nearly four years another indication that the Economy is entering a slowdown period. The Carter administration still maintains the Economy should grow at a 3.5 per cent annual rate in the second half of the year enough to keep unemployment from getting worse. But the latest statistics cast doubt on whether that much growth can be achieved. The Economy grew at an 8 percent Annu Al rate in the second Quarter of the year and some slowdown was considered Neces sary because of the need to help keep inflation from getting worse. Even top administration economists Are paying that if inflation cannot be con rolled a recession could hit the Economy pm time next year. The decline in the .
