Any National emergency would automatically end after a year unless the president notified Congress 90 Days in Advance that twill still be in effect. The president would also have to inform Congress of All executive orders pertaining to the emergency and make semiannual reports on any spending involved. Steven Brill a columnist and contributing editor for Esquire Magazine said sat urday on Abc s nightly news that he has an Fri document saying the Agency believes Hoffa s body was destroyed in a shredder at the Central sanitation serv ices co., an incinerating company in Ham track Mich. Simon & schuster is scheduled to publish a Book by Brill on Hoffa who was last seen on july 30,1975, this week. A few months ago Brill told Abc the incinerating company was destroyed by fire last february. The document which is de scribed As an Fri affidavit reportedly claims the company was owned by two men who the Fri says have ties to organized crime. The document is further said to claim that an informant saw Frank Fitzsimmons president of the International brotherhood of teamsters and a rival of Hoffa meet with the owners a week before the disappearance. Abc tried to reach Fitzsimmons about the allegations but without Success. The undated document s Letterhead apparently was removed before photocopy ing Brill said. It reportedly reads in part the body was destroyed by Means of a shredder compactor and or  Fri spokesmen contacted by Abc declined to comment on the document. According to Brill the Type of Industrial shredder mentioned in the paper would make it impossible for any part of the body to be identified after shredding. Brill s account of Hoffa s death is based in part on a study of what is called the Hoffa memo the Detroit free press re ported in sunday s editions.
