The administration had hoped to place limits on the practice which would Dimin ish the damage done to women and Minori ties seeking decision making jobs. Designed to allow better management of the bureaucracy the House civil service Bill would make it easier to fire incompetent employees base hiring and firing on Merit system principles and establish a senior executive service whose members would receive Merit pay instead of regular raises As an incentive to improve performance. It lays out the rights and responsibilities of labor and management in collective bar gaining on behalf of Federal employees. It also provides protections for whistle blow ers those employees who report misconduct or Agency foul . The civil service commission would be abolished and its functions split Between a Merit systems Protection Board for administration and an office of personnel management to handle employee appeals. In a calculated Public relations gesture Campbell telephoned president Carter at Camp David and told him of the Victory on the Bill at the Start of a news conference after the House vote. We have very few amendments which we do not like he told the president. Carter then thanked rep. Morris Udall d-ariz., the Bill s chief sponsor Post of fice and civil service committee chair Man Robert Nix d-pa., and the commit tee s ranking Republican Edward Derwinski of Illinois for their support of the Bill. I Hope you do As Well with egyptian president Anwar Sadat and Israel prime minister Menachem begin As we did for you Here Derwinski told Carter. 15 most Active new York up the 15 most Active stocks in new York Stock Exchange composite trading at 4 .
