The 290-97 vote wednesday night Means that beginning Jan. 1, 1979, House Mem Bers will have to get along on their current $57,500 annual salaries plus 15 per cent. Opponents of the limits were trying to attach a motion to repeal it to a sweeping ethics Bill which House speaker Thomas o Neill had hoped to Complete wednesday. It was that attempt that was voted Dow wednesday night. Final consideration of the Overall Bill has been delayed until next wednesday. The Bill would require stringent Finan Cial disclosure for president Carter vice president Walter f. Mondale and All senior employees of the executive and Judi Cial branches plus members of Congress. For a year after senior Federal employees left government they would be prohibited from takings jobs with Law firms or private companies which do business with the agencies where they formerly worked. Supporters of the new House disclosure Rule approved in february 1977, say it will insure that House members Are full time legislators who earn Only a Small part of their income from making speeches and practising Law or working in other profession. House republicans joined by a few Liber al democrats said the outside income Limi tation is unfair to those members of con Gress who do not have significant investments or income from inheritances. Those kinds of unearned income Are not covered by the new restrictions. The House now is expected to act on the budget next tues Day and the Senate soon afterwards. The conference agreement Calls for revenues of $448.7 billion and spending of $487.5 billion leaving a deficit of $38.8 Bil lion. The Revenue figure would allow for an income tax Cut at least $2 billion greater than the $16.3 billion the House has voted in a Revenue Bill now before the Senate finance committee. That committee already has approved several provisions that would Grant additional tax Relief. There has been no Federal deficit under $40 billion since 1974. This fiscal year end ing sept. 30, will leave the government an estimated $51 billion in the red. Compared with the estimates for the coming year which president Carter made in january but have since been re Vised the House Senate Compromise Calls for about $12 billion less in spending and about a $21 billion smaller deficit. The con Ference estimates Are for higher revenues and a smaller tax Cut than Carter originally proposed. The conferees found a face saving Way out of the confrontation Over Public works. In its original version of the budget plan the House provided $2 billion in a Community and regional development category to be used for the special Public works pro Gram. The Senate insisted that there be no funds for the program but within the same category it favored More Money for the Small business administration s disaster assistance program. The conferees agreed to the $8.9 billion budget authorization figure the Senate had approved for the Overall category. Their report will say the House conferees As sume that is sufficient to provide for the Public works program and that the Senate conferees believe it is Only sufficient for existing programs including disaster re Lief.
