There is a difference the victims of this plague do not fall upon a single Field where leffers to the editor they can be counted and for which the Lead ers can be identified and brought to task. No the victims Are scattered within Var ious societies of Many lands their visibility is individualized in isolated tragedies an overdose death an abused child a traumatized Mother a coerced Roommate in the Barracks a shoplifting a Coffee fund stealing addict a brutally murdered senior citizen whose pocket Money buys a fix or the intimidated i who is asked for a loan which he knows will never be repaid but opts to contribute rather than be subject to assault and Battery by the minority peer  know that he she would rather pay the monetary loan Price rather than run the risk of establishment Protection by re  so called straights Are in fact a part of the so called establishment. Collectively we Are the non criminal part of society. We Are the concerned citizens we Are the Peers who can control the pres sure  must join forces to assure we achieve the objectives of the Safe Street act in our military environment. This not Only requires the concerned citizens to come Forward and report but it also mandates positive action by Allau Hority figures from first line supervisors through Middle managers to senior com Manders. Among other actions these people must be sensitive to the dangers inherent in a concerned citizen who decides to exercise his her responsibility by producing Evi Dence on drug users and traffickers. These people must be treated with re Spect their information handled in Confidence and their personal needs and safety cared for to prevent them from being victimized by negative peer pressure.
