committees fiscal 1986 defense authorization Bill in april had included a 3 percent beginning next the Senate subsequently passed a no growth defense forcing the com Mittee to rework its authorization in the committee had planned for a 3 percent growth in defense spending after the House armed services committee major military compensation proposed by Senate armed services committees per diem both committees want to authorize a per diem allowance for military family that allowance is a daily pay ment to offset the Cost of temporary housing and other expenses when a military family goes family members receive no such service members receive a per diem allowance of the larger allowances Are paid in High Cost living the proposed dependent per diem allowance would be for family members older than 12 years and for those 12 years old or pcs mileage allowances both panels favor revised pcs mileage under the service members being reassigned to another duty station would receive 15 to 20 cents per mile for that pcs depending on the number of family the new rates would be 15 no family members 17 one family member 19 two family members and 20 three or More family service members currently receive 15 cents a family members older than 12 receive 7 cents a and members 2 to 12 get cents a household goods both committees want to allow service members to ship More household goods at government expenses when they go the committees would raise the maximum weight Al ranging Between and depend ing on Junior enlisted weight allowances would in crease the the maximum weight allowances for them Are 225 to dislocation allowance both committees would double a service members dislocation that allowance is paid when a service tember is reassigned to help offset the Cost of that the dislocation allowance equals a service members monthly housing allowance the committees want to increase that payment to double the Advance payments when service members Are reassigned they can ask to draw up to three months in Advance housing allow the committees want to extend those Advance pay ments to service members with stateside Junior enlisted families both panels want to extend All pcs entitlements and reimbursements to Junior enlisted service members in grades e3 or and e4s with less than two years military Are not paid to move their temporary lodging entitlement in the armed services committees authorized a temporary lodging entitlement the to help offset pcs sex the the would provide up to a Day for up to four Days when a i goes pcs to help with hotel the appropriations committees denied the committees Are urging funding of the for fiscal dependent dental the House panel wants to authorize a dependent dental care plan under champs civilian health and medical program of the uniformed the Senate committee did not include the plan in its ver Sion of the fisal 1986 authorization family separation allowance the Senate committee wants to double the family separation the House panel did not include that item in its version of the authorization already has decided on a 3 percent raise next january and that increase is included in the House panels version of the fiscal 1986 authorization House armed services committee sources said the full House probably will vote on the Bill later this Congress will be recessed from May 25 to May in reworking a no growth authorization the Senate committee had expected to Cut military committee sources said senators were Able to leave most programs Pentagon officials have discovered an extra billion in this years defense Bud get and has asked Congress to use that Money to save any military programs threatened by budget the Senate committee actually added several new military compensation items to the including revised pcs mileage committee sources said senators were Able to leave most programs per diem allowances for Mili tary dependents and increased dislocation the House committees Bill had already
