Govern ment working in a is position in Stuttgart. As Uch i receive every other week a pay Check written out to me which ii deposited by allotment to my Bank. This allotment is put into my personal checking account which has no cosigner and no one else name on the checks. Last week 1 went to the i06lh finance Onsum to Cash a Check on my account which has my social Security number my duty phone number and my name on the front of the Check. I was Given a card which my husband must fill out sign and bring Back with his id. This card says in essence that my husband gives me his Penn non to write checks on my personal account \ was told this is to protect his paycheck in Case the Check bounces. I have three questions 1. Why do 1 need is permission to write a Check on my account 2. If the Check is bad can t the govern ment take the Money out of my paycheck and if not Why not 3. Why can t family members who arc employed in government service get an id which will allow them to write and Cash checks without using their husband s so Cial Security number. After All the Money is theirs they earned it they should be alleged to spend it As they see fit. I am 30 years old with a master s de Gree in finance and a two year old child. I vehemently resent the implication of this Rule that i am incapable of handling my own Money simply because i am a family member. -k.c.s. One of the requirements eliminated was having the customer show leave and earnings statement Les military or earnings and leave statement Els Chil Lan to verify employment status. When we did this we left no Way for a finance officer to verify employment when presented Only family member id card by civilian employee family member. Check cashing privileges were extended to All family members to provide better service. However while providing this service we had to continue to protect the government from dishonoured checks hence the sponsor consent agreement. The consent agreement establishes the necessary sponsor family member Agency relationship required to collect from he sponsor s pay should the family member write a bad Check. He Usa eur office of the Deputy chief of suit resource management is currently working to have the consent agreement incorporated into the id card application. Reader comments on pet care a while Back i was pleased i see the special feature on the pet problem overseas As i was sure it would discourage would be owners from adopting the common practice of acquiring pets on a temporary basis Only to abandon them before retuning stateside. However the Pessimist in me is certain that there Are still a number of irresponsible individuals out there who will continue to treat animals As disposable objects rather than living things that have feelings. Here in England at i m sure it is elsewhere the humane societies will not allow americans to adopt pets from their shelters. But As there Are always people willing to give away in building and most important would you Ever consider leaving one of your children be Hind when you went Back to the . Sure he could take care of himself or that some one else who loved children would take him in and look after him for you you would t even need to think before answering these questions if they had to do with the people you care about and you should t need to think about them if they pertain to your Pels either. If you think viewing animals in this Way is sentimental and foolish perhaps you really need to examine your own reasons for wanted Kittens and puppies and breeders will wanting a pet if you Aren t willing to pro ing to sell to americans Many americans vide a Loving caring Home for an animal for ii Anai Lear try Civ. Hoist or Arista. Ess m. Toe i Jan a " stationed overseas obtain pets. It is still a mystery to me Why Many of these people insist on having these pets when i see How they Are treated. Do they think it is an enjoyable life for a dog to be tied or chained up in the backyard with Little room to move and no shelter from the Sun wind rain or cold apparently so As i see Many dogs who arc left in these conditions while their owners work All Day. Are they under the impression that just because cats Are Independent by nature it is All right to let them run All Over the neighbourhood All Day and All night getting into garbage fights with other animals injured or killed by automobiles and having litters of Kittens that will Luffer the same Fate i think the Root of the problem lies in the Way these people View animals to begin with. Maybe if everyone looked on pets As members of the family things would be different. Treat animals As though they were equals rather than inferior to he Mani. I m not saying that your dog has to sleep in your bed or eat food off your table or that be does t need to be obedient.
