The Bill was approved thursday by voice vote of the 13-Membcr committee after three Days of closed door deliberations according to congressional sources who declined to be named. The spending package now goes to the appropriations committee and eventually to the Lull House. It Calls for appropriating s275 billion for the Pentagon in fiscal year 1986, which began tuesday. Separate Bills would appropriate another $17 billion for military construction and nuclear weapons. Still pending on the House floor is a sep Arate Bill authorizing the Pentagon s budget for this year. Congress authorizes Money and then actually appropriates it through separate legislation. The authorization Bill already has been approved by the Republican controlled Senate but not by the democratic run House. It proposes a defense budget of $302 billion in fiscal year 1986, but House democratic leaders agreed to hold the Actu Al appropriations $10 billion below that Fig ure to bring the package into line with the earlier House budget. The Pentagon last year spent $292 Bil lion. President Reagan sought an increase to s322 billion this year or a 5.9 percent increase beyond inflation. Reagan has reluctantly accepted the $302 billion figure which would permit an increase to cover the expected inflation rate but the House approved the $2s2 Bil lion total. In passing the appropriation Bill the defense subcommittee Cut $28 billion from the original request the sources said. Instead of scrapping any major weapons the cuts came chiefly by trim Ming the amounts of tanks planes ships and other weapons the Pentagon will be permitted to Purchase. The panel voted $2.5 billion for Reagan s Star wars research program to try to find a High tech shield against nuclear weapons. That is the amount authorized earlier by the House but the authorization Bill Calls for $2.75 billion. The Bill also includes $124 million to per Mit the army to begin preparing to build new nerve  weapons ending a 16-year . Moratorium. The nerve  proposal contains restrictions approved earlier by the House including a provision that no  weapons could be built unless nato specifically requests them and i graces to permit their deployment in Europe. The spending Bill also Calls for a moratorium on testing of . Anti satellite weapons another provision similar to one contained in the authorization Bill. That earlier ban was later modified to permit three tests this year. Lbs newsman Collingwood Dies of cancer new York a Veteran lbs correspond Charles Collingwood a pioneering broadcast journalist who covered world War ii. The White House and Vietnam in a four decade career died thursday of cancer the network announced. He was 68. Collingwood who died at Lenox Hill Hospital joined lbs in 1941 As part of Edward r. Murrow s original team in London and later was the network s chief foreign correspondent. He had been a Spe Cial correspondent for lbs since his retirement in 1982, said network spokeswoman Marcia Stein.
