The uniform code of military Justice is the system of Laws that governs investigations and trials of military personnel serving on Active duty. Although it rarely Hap pens military retirees can also be charged under the military code. Three of the four men charged in the Walker Case were Navy retirees. Reagan s executive order implementing the death pen Alty provision precisely tracks the guidelines originally smiled out by Congress. They include a requirement that a death penalty can be imposed Only if All members of a court martial panel agree and Only if they unanimously find beyond a reasonable doubt.
