In fiscal 1986, much of the defense budget was protected from the Gramm Rudman a. But every aspect of the de sense department would have to absorb some cuts next fiscal year if the Overall deficit target is not met said Robert Schafor in a briefing to the full committee. According to congressional budget office estimates Schafer said $49 billion will have to be Cut from Reagan s fiscal 1987 defense budget of $320 billion to meet Gramm Rudman requirements. In terms of fiscal 1987 outlays Money that would actually be spent next fiscal year rather than portioned out in succeeding years for such things As ongoing weapons procurement the co estimates that Reagan s request of $297 billion would have to be Cut by $31 billion. If the Gramm Rudman trigger is pulled the Pentagon s military personnel accounts would have to be Cut by $10.8 billion a reduction of 14 percent from Reagan s budget. It s estimated that the Active Force would have to be reduced by 560,000 personnel he said. Money for operations and maintenance would be reduced by 18 percent or $15.8 billion. Schafer said that would mean a 20 percent reduction in the civilian personnel Force and the virtual elimination of Large scale training exercises. We would also see operating reductions of 40 percent in the army 30 percent in Navy ship steaming Days and 20 percent in aircraft flying hours for the air Force Schafer said. Quality of life programs also would be hit hard. Commissary hours would be reduced by 25 percent dependent medical care would be Cut by 70 percent and retired personnel medical care in military facilities would be Cut by 90 percent. Taken together the effect of an 18 percent reduction in operation and maintenance would mean substantial Degra Dation in the readiness and morale of the Force Schafer told the committee. Military construction would be Cut by 25 percent about $1.7 billion. He said there would be a delay of eight to 10 months in projects where funds were available for redesign. But he added those funds would be available for Only a Small percentage of the projects that would need to be redesigned. Funds for procurement of All weapons systems would be reduced by 9 percent a total of $8.9 billion Schafer said while research and development would be reduced by $10.4 billion or 25 percent. Murray suggested terminating nine weapons systems that have been subject to at least some degree of Contro Versy including the f-15 aircraft Patriot missile and Bradley infantry fighting vehicle. He said some of the pain of such cuts could be eased by substituting lower Cost items f-16s for f-15s, Hawk missiles for Patriot missiles and armoured personnel carriers for the Bradley.
