That report earlier this year called for a five year $5 billion Effort shared Between the . Government and Domestic Indus try. But Reagan in a joint ceremony with Canadian prime minister Brian Mulroney mentioned no figures. Mulroney who had made acid rain the top Agenda item in his two Day visit told Reagan the president s commitment to seek appropriate funding was very Wel  Reagan said he wished acid rain could be removed from the  Agenda but unfortunately this cannot  i am confident we have begun a process that will Benefit future generations Rea Gan said. The Reagan administration has resisted All proposals for new action against acid rain on the grounds that not enough is known about it. Mulroney said your full endorsement of this report represents a significant step  in the ceremony in the Roosevelt room of the White House Reagan and Mulroney signed a five year renewal of the North american air defense agreement. Acid rain is formed from pollutants Fulfur dioxide and oxides of nitrogen emitted by the burning of Fossil fuel notably Coal in Utility boilers. Special envoys appointed by Reagan and Mulroney a year ago recommended that the United states commit $500 million a year to be matched by Industry Over five years to put clean Coal technologies to use. It was this report Canada wanted Rea Gan to endorse including the $5 billion plan and which Reagan planned to endorse in principle at a lesser amount. The Energy department already is Solic iting proposals for a smaller demonstration program totalling $800 million Over three years half from Industry. Though acid rain topped Mulroney s Agenda he also visited Capitol Hill to sell his plan for negotiations with the United states aimed at free Trade Between the two countries. A visit to the Senate foreign relations committee attended by some non commit tee members produced not even a whiff from any senator of proposals to require entry fee agreements on some Trade is sues before the Broad talks could take place Canadian officials said. Many members of Congress have said Canada is subsidizing exports of lumber and fish and those questions ought to be settled before Broad talks begin. Canada denies those commodities Are subsidized. Liberto recalled seeing flocks of swallows returning to the Mission in newspaper photographs 40 years ago. But now everything is too modern too Many people he said. A the head of a Federal task Force investigating the contamination of milk that has forced Dairy product recalls in eight states says the problem is More severe than he had expected. The seven member task Force organized by agriculture Secretary Richard Lyng toured two Northwest Arkansas Dairy farms tuesday and met with worried nursing mothers who have been warned against drinking milk because of the contamination. Thousands of Gallons of milk and milk products have been recalled from stores in Arkansas Kansas Louisiana Mississippi Missouri Oklahoma Tennessee and Texas because it was contaminated with the Pesti cide Hep Bachlor. The chemical also has been detected in the breast milk of nursing mothers in a Kansas. The task Force s head Michael j. Mas Terson said his report would t be completed until after he met with Lyng Proba Bly on thursday. The task Force visited the farm of Dave Chamberlain in Colcord okla., wednes Day. We have a Host of programs we Are looking at Masterson told More than two dozen Farmers and other people crowded into Chamberlain s living room. Masterson said buying cattle is one option the task Force will consider. Washington always takes a Little longer than anyone would like to see to be help Ful Masterson said. On tuesday Masterson said the problem of Herd contamination is a Little More severe than i originally anticipated. I can see that it s through no fault of the Farmers he said. They were buying feed they thought would Benefit their farm  Farmers who spoke with the task Force said they were worried the contamination which has resulted in quarantines of nearly 100 Dairy farms in Arkansas Oklahoma and Missouri would put them out of Busi Ness. Here we Are sitting Here about to lose the farm and the whole Ball of Wax that we worked a lifetime for said Jim Lyon whose quarantined farm near Gentry was visited by the task Force and gov. Bill Clin ton. And nobody can Tell you nothing except somebody screwed  Dwight Baugh told the task Force visiting his farm How he had bought feed from Val Ley feeds inc. Of Van Buren and How his cows had thrived on it. Then the word came feb. 26 from the mid America milk cooperative that the milk from the farm was contaminated with the banned pesticide and no More milk would be picked up. We Don t know what we re going to do said Baugh whose family has operated its Northwestern Arkansas farm for 40 years. It s a pretty sad  the herds became contaminated from feed made from Mash that was produced by a gasohol Plant affiliated with Valley feeds officials have said. The Mash was made from seed treated with Hep Bachlor and was intended for planting not for use As feed. Production and Sale of Hep Bachlor was banned in 1983 after it was linked to cancer a Laboratory rats. However existing sup plies could be used up under certain restrictions
