European Stars And Stripes (Newspaper) - April 6, 1986, Darmstadt, Hesse Sunday april 6, 1986 the stars and stripes Page 11 Ann Landers letters dear Ann Landers i must comment on the letter from sincerely senti she is the clod who wanted to know How to get her gifts Back from a dying Friend. I was brought up s by a Large family of Ujj piranhas. My rela Tives descended on their victims by mov ing out furniture and items that had senti mental value while the patient was still in the Hospital. Every death of a relative resulted in an ugly incident perpetrated by the left out siblings and others who took sides. When i married i discovered that my husband s family had a lot More class than mine. His grandparents not Only left wills specifying who should get what they taped the names on the backs of pictures under furniture and inside books. They put tags on various pieces of jewelry designating to whom they should go. Eccentric maybe. Smart yes. It May have appeared weird to outsiders but it saved a great Many family fights and nobody could say that he or she had been treated unfairly. A Michigan transplant dear Mich let s hear it for your husband s fore bears. They sound like a solid Bunch who did things properly. How Nice to have such Fine examples to emulate. Dear Ann Landers this letter is in response to also tired who wrote that kids today never stand up and offer a seat to an older person on the bus. This past semester i studied in London and used Public transportation daily. On All buses and subways were placards that said please give up your seat for the elderly and the these placards Are intended not Only for kids but anyone Capa ble of standing without discomfort. I always stood up for an elderly person. So did my friends. It was common Courtesy and expected. We ought to have such placards in the . It would remind the thoughtless and instruct the ignorant who were not taught manners at Home. A College student who stands dear student what a great idea i second the motion. A Bug hug from me to the first transit company president who puts up the placards. Dear Ann Landers my problem is inconsequential compared to those that Many people write about but it is driving me up the Wall. A woman in Pur office constantly whistles to the piped in music. Not Only does she whistle out of tune but she often whistles a different song altogether. She distracts me from my work and i feel that i am not giving my Job my Best. Others in the office Are also annoyed but no one has the nerve to say anything. Do i have the right to ask her to Stop she is not easy to get along with and i Don t want her for an enemy. Uptight in san Leandro Calif. Dear up the right to swing your Arm ends where the other fellow s nose begins. Tweety Bird has no right to interfere with your ability to do your work. Simply say i m sure you Aren t aware of it but your whistling both ers people. Forces Mayer answers confusion Over champs proposals i am writing in response to the recent visit of or. William Mayer and the article in the stars and stripes. Or. Mayer came to Europe to Clear up some misconceptions but after hearing him at the Taurus theater in Wiesbaden and Reading the article in the stars and stripes i am More confused than Ever. Or. Mayer stated that no medical Bene fits would be Cut. Yet he never explained How with a set amount of military dollars allocated for health care he could maintain the current level of medical facilities medi Cal staffing champs which he stated numerous times would still be an individual s Choice plus initiate this third alternative to medical care. If champs is indeed the main prob Lem he is addressing Why not study the problems with champs and revamp it this seems much More Cost effective than establishing another whole system that will Cost millions to initiate and maintain. As for or. Mayer clarifying misconceptions All he did was two step around the issues and grab at semantics. The questions asked of him were made to look impertinent to the Issue therefore nothing was clarified. The Man is Well trained in political Maneu vering. Where do we the eventual partakers and supporters of these health programs go to get direct answers or. Mayer surely was t the answer. We the constituents need to be heard and Given direct honest answers not danced with. Cynthia l. Locker Wiesbaden Germany editor s note or. William Mayer assistant Secretary of defense for health affairs replies the letter to the editor criticized depart ment of defense plans to Reform the civil Ian health and medical program for the uniformed services champs and my recent visit to Europe that was designed to Correct the substantial amount of misinformation that has been disseminated about the Reform plans. I regret that time misconceptions were not clarified to the satisfaction of the author of this letter. The facts Are that the champs re form initiative will not eliminate Benefi Ciary Freedom of Choice. It will not reduce the Quality of care provided to beneficiaries. It will not award contracts for providing dependent and Retiree medical care on a Low bidder basis. It will not reduce the total amount of care provided in military hospitals. It will not reduce the value of the health care Benefit under champs. It will not Impact on health care services in Europe or other overseas locations. That is what the champs Reform initiative will not do. As for what it will do it will reduce champs costs for beneficiaries by making available Quality reduced Cost Reader clarifies attribution while the Content of an article in a recent edition of the stars and stripes concerning the army s proposal to make All morale welfare and recreation employees non appropriated fund employees is Correct the information is incorrectly attributed to official sources. Preferred provider groups a popular option now available in civilian health Grams. It will reduce severe Access problems Many beneficiaries now have when they seek care at military hospitals by provid ing More attractive alternatives for civilian sector care. It will strengthen Quality of care Stan Dards under champs. It will simplify champs procedures now bogged Down in too much confusion paperwork and delays in paying claims. It will form a beneficial partnership with civilian Medicine to make sure we can meet wartime readiness needs and improve peacetime health care services. I went to Europe to address the con Cerns of military health care beneficiaries who had received incorrect reports about our plans. I met Many concerned people and i did my Best to give straight answers. Our specific plans Are not yet completed but our objectives have been clearly and unequivocally stated. I have heard Many complaints from beneficiaries who frustrated by the Cost and complexity of champs say there must be a better Way for champs to do business. They Are right. As our planning efforts continue i can assure All of your readers that this Reform project has Only one goal to improve our ability to provide Quality health care in times of both War and peace to everyone in our military family.
