In a speech to parliament Botha said suspension of the pass Laws which keep Blacks without permits from living and working in Urban areas would take effect wednesday. The same Day the government will disclose its plans for replacing the pass Laws with what Botha has said will be a non discriminatory system of orderly  the pass Laws arc among the most hated elements of apartheid by the nation s Black majority because the Laws restrict millions of Blacks to 10 tribal homelands. Apartheid foes have demanded repeal of the y that Botha s revised system May be simply another form of control. Opponents have said the entire system must be scrapped and Blacks must be allowed to move freely to cities if they choose. Botha promised in february to scrap the pass Laws by july 1 and said a substitute system of control based on race would not be imposed. In recent years More than 200,000 Blacks a year have been arrested on pass Law offences although the number fell in 1985 to about half that. Botha said the passbook now carried by Blacks and required to be produced on re quest by police to prove the right to be in Urban areas would be replaced by a uni form identity document carried by people of All races. He said Blacks should continue to use their passes for identity purposes but not As a Means of controlling movement until the new documents Are issued starting july 1. The opposition progressive Federal party chanted hear hear to Botha s announcement in parliament in Cape town. More than 10 million of the nation s 24 million Blacks live in the 10 homelands which cover 13 percent of South Africa. The rest live in segregated Black townships within White South Africa and they risk arrest under the pass Laws. Hundreds of thousands of Black men Are in White areas on one year migrant labor workers contracts. They have not been Al Lowed to bring their families who must re main in the homelands.
