Gramm Rudman requires the figure be reduced to $144 billion for the next Fis Cal year which begins oct. 1. The three judge court said the Gramm Rudman Law breaches the separation of Powers Between the White House and con Gress by empowering a legislative officer the comptroller general to perform a Job reserved for the executive Branch. If the supreme court upholds the lower court ruling the comptroller general s role in ordering automatic spending cuts would be eliminated. But Gramm Rudman has a Fallback pro vision that would retain part of the mechanism designed to reduce the deficit. The congressional budget office and the office of management and budget in the White House would submit figures on How much spending must be trimmed. Then it would be up to Congress itself to vote on a package to reach that figure. Many feel that without automatic enforcement Congress will revert to the paralysis that characterized much of its re cent Effort to Cope with the spiralling deficit.
