The voluntary musters conducted in 13 cities have convinced the top brass of the need to improve Readi Ness said James h. Webb the assistant defense Secre tary for Reserve affairs. Only about half of those responding to the voluntary Call up still had a Complete uniform and Only about half were Able to pass the army s common task test of Basic Soldier skills. The latter result might not be very significant however because the Pentagon knows inac Tive reservists will require refresher training if there is an emergency Webb said. The army mailed out 29,673 letters to inactive reservists asking them to attend a voluntary one Day mus Ter in january Webb said and 6,678, or 22.5 percent showed up. That figure is slightly better than expected for a voluntary system he said. What was distressing however was that 3,404 letters or ii.5 percent were returned As undeliverable and Only 82 percent of the soldiers who were sent mail Grams confirmed receipt Webb said. Of the 6,411 reservists who were medically screened during the musters 78 percent met army weight Stan Dards and 5,195, or 81 percent were considered world wide deployable by medical  on the medical these Are not very Good numbers Webb said. And they indicate that there May be a  the individual ready Reserve consists of men and women who have been trained and served in the military but do not move into a regular Reserve or National guard unit when they leave Active duty. As a result such individuals do not Drill regularly with a military unit and receive no pay. But they Are subject to the same obligations As their Reserve and guard counterparts and can be recalled in the event of War until they have fulfilled their military service  that obligation including Active duty service for those now entering the service is eight years. There Are now 450,000 men and women in the Irr compared to 2.1 million men and women on Active duty and 1.05 million in the selected Reserve which consists of the regular Reserve and National guard units. In the event of a War the selected Reserve units would move out with their Active duty counterparts. Since there is no military draft that would leave the Irr As the Only source of additional manpower during the Early months of any conflict. Last november Deputy defense Secretary William h. Taft in accepted a recommendation from Webb and directed the services to begin calling up their Irr Mem Bers for at least one Day of Active duty every year. That order takes effect on oct. 1. In the meantime however Congress ordered the army to conduct a voluntary nationwide Muster test to examine the availability and fitness for duty of army Irr members and the adequacy of current Call up pro  besides confirming the Lack of up to Date mailing addresses and potential medical problems the voluntary musters also backed up the Pentagon s estimate that the new mandatory Call  will Cost roughly $61 million for All four services in fiscal 1987, Webb said. Webb said he was not encouraged by the results from the army tests to determine if reservists had retained their military skills but the question is whether they re  in the event of a True emergency the army might find that relatively Little refresher training is required to bring reservists Back up to standards he said. During the voluntary musters the army found that Only 47 percent of the 4,303 enlisted soldiers who were Given the common task test demonstrated proficiency in at least nine of the 17 tasks. The common task test includes such things As knowledge of Basic first Aid skills and map Reading.
