The measure originally drafted to at least partially balance a tax code that had become top heavy with special tax Breaks and complexities would limit or end scores of deductions in Exchange for dropping tax rates to their lowest level in about half a Century. Reagan who began the main drive for tax Reform with a plan released in late 1984, joined congressional sponsors in arguing that the Bill was needed because americans were beginning to lose Faith in their tax system. Meeting a key demand from Reagan the Bill is supposed to be Revenue Neutral not raising or lowering the amount of income tax Money the govern ment collects. However in the next five years it is expected to raise business taxes by about $120 billion to Cut individual taxes by a similar amount and remove about 6 Mil lion poor people from the tax Rolls. Sponsors boasted that the plan the most Radical revision of tax Laws at least since world War ii would provide most average americans with tax cuts while also ensuring that corporations and the wealthy will pay their fair share because of a Strong new minimum tax and provi Sions that tear Down abusive tax shelter schemes. But opponents argued that in the drive to achieve a new tax code. Congress lost sight of the Overall goals and eventually pieced together a measure that is unfair and Coula result in economic chaos. Under pressure from Auto safety groups for More than a decade the transportation department has ordered that 10 percent of All 1987 autos sold in the United states come with a passive restraint system either an automatically buckling Seal Belt or an air bag. The executive order requires each executive Branch department to conduct an education program for employees about the new Rule. Many states and the District of co Lumbia where much Federal driving occurs have Laws requiring seat Belt use by front seat passengers. Neither the local Laws nor the executive order would apply to Law enforce ment agencies such As the secret serv ice whose employees would have to jump out of cars on Short notice.
