But the nurses care. Facing a seemingly endless Hall of Beds to change tempera Tures to take and patients to Comfort nurses have to be concerned with the time they devote to each patient. The army decided a few years ago to make a formal study of How Long it takes nurses to do their jobs. The goal was to devise a system nurses could use to figure exactly How Many people they needed on a daily basis to take care of patients. The result of that study conducted from 1977 to 1981, is that the nursing care provided in army and Navy Hospi tals is based on a mathematical system called the workload management system for nurses. U. Col. Susie Sherrod now the chief nurse at the army Hospital at bad Cann Statt Germany spent almost five years tediously clocking everything from dress ing changes to feedings. The numbers she compiled formed the basis for the system being used by the Navy and army. For her role in developing the Nurs ing management system Sherrod was named Winner of the Anita Newcomb my acc outstanding army nurse award for 1983, an award named after the woman considered to be the founder of the army nurse corps. Sherrod believes the system has led to improved nursing care and gives her flexibility with her staff that comes from making daily evaluations of the amount and Type of care each patient needs. Nurses can look up numbers on ascribes of charts collate the numbers and figure How Many nursing hours it will take to cover each Ward depending on the Type of patients there. The sys tem also gives nurses a Way to figure what kind of nursing specialities they need to handle the patients they have. After All the numbers Are in nursing staffs can match the care needed to the resources available. Patient care is being delivered. And you cannot do that if you Don t Havethe right mix of nurses to patients Sherrod said. This gives us options. It allows us to measure our requirements and deter mine the number of people working at the Academy of health sciences at fort Sam Houston Texas Sherrod and her team identified 357 measurable nursing care activities. The researchers took 37,000 measurements with Stop watches to find out exactly How Long taking a temperature Chang ing a dressing or feeding a patient should take. The Navy which had developed a forerunner of the system now in use worked with the army on developing testing and revising the system Sher Rod said. The system was accepted by the army and Navy in late 1984. Army and Navy hospitals around the world gradually have been adopting the system since then. At bad Cannstatt Sherrod further refined the system by using some Crea Tive hiring to help with one of military nursing s biggest problems hiring lag time. She said it s not unusual for six months to pass before civilian nurses who leave arc replaced. Bad Cannstatt and some other Mili tary hospitals have taken advantage of that lag time and the leftover Money to hire nurses on an intermittent basis. Qualified registered nurses Are inter viewed and hired through the local civilian personnel office Sherrod said. The Hospital provides classroom and supervised practical training for the intermittent hires. After the training the nurses Are on Call for several hours a Day. The Hospi Tal staff has the flexibility of using those nurses when and where the Statis tical system says they arc needed. Sherrod said the Bottom line of the management system and the intermit tent hiring is that she has flexibility and can provide nursing care without exceeding her budget. Philippine communists to offer Aquino nationwide cease of re Manila Philippines a communist rebels said saturday they will propose to president Corazon Aquino a temporary nationwide cease fire with specific safeguards including committees to Monitor the agreement. The communist led National democratic front in a statement to news organizations said that next week it will give the government its proposal for a cease fire of 30 Days or longer. An aspect of the Adf proposal is the immediate formation of a National committee to Monitor and supervise the cease fire and to arbitrate All disputes that May arise from any violation the statement said. Counterpart committees on the regional and provincial Levels shall also be formed to ensure strict Observance by both sides of the terms of the cease fire agreement the statement added. The Adf announcement came As Aquino was re sisting pressure from the military and some Cabinet ministers for tougher moves against the communists who have been waging a 17-year insurgency. It was unclear which rebel group was responsible for the ambush. In Davao City in Eastern Mindanao two National policemen were killed in an ambush that newspapers said was staged by the spa.
