Donald Waldrip the school District s associate superintendent for Magnet schools said foreign teachers had been recruited because of a paucity of americans certified to teach foreign languages on the elementary level. A personnel officer for the school District said she feared that the immigration and naturalization serv ice would also reject applications from 11 argentines who have been hired to teach Spanish in the Magnet schools.
