Pentagon officials applauded the move claiming that teacher Quality already is High and that the Bill would have Cut thousands of military spouses Oul of jobs and Cost the school system millions of dollars. The House Bill Defeated 262-157 tuesday was sponsored by rep. William Ford a Mich. It would have Given first consideration to teachers already in the system with stateside hires nest in line. Locally hired teachers Many of them military spouses would rank last in priority. The current system gives lop priority to local hires followed by teachers already in the system and then stateside hires. The failed legislation would have Given teachers Al ready in the school system until May 13 to apply for vacancies for the next school year. The department of defense dependents schools would then have had 30 Days to recruit stateside hires. After june 15, teachers could have been hired locally. Military spouses hired locally would have been Given some Security through a provision prohibiting them from losing their jobs w someone with a higher priority. But they could have lost their jobs if sponsors were reassigned or out of the service or if the teacher got a divorce local hires who Are not military spouses could have been bounced from the system after one year. There Are about 9,250 teachers in the Dodds sys tem including almost 2,300 local hires. Of the local hires about 2,000 Are military spouses. The Bill was approved in late april by the House Post office and civil service committee which Ford chairs and the House education and labor commit tee of which Ford also ii a member. A staffer said the Vole on the Bill came As a Surprise because the backing of those two committees Madi it seem As thought there were enough support to push it through the Fuu House. But members of the House armed services com Mittee which has Long supported expansion of employment opportunities for military a pours had a hand in turning the tide against Ford s Bill said a com mice staffer. Pentagon and Dodds officials were Adamant in their opposition to the Bill. Dodds director John Stremple said that the Quality of Dodds teachers has been rated consistently High by outside agencies. He called Ford s Bill a cure worse than any imagined  it would wipe out employment for 3,500 spouses and would Cost about s27 million a year for teacher transfers and for moving stateside hires to overseas schools said Barbara Pope assistant Secretary of de sense for family support education and safety. The Bill also would have Given greater benefits for local hires adding to the Overall increase in costs. Even the overseas education association the Union representing four fifths of Dodds teachers has been lukewarm on the Bill. Jack Rollins sea president said the Union s support for Ford s legislation u a Trade off. We Don t support giving stateside hires higher priority for jobs than local hires he said. But this Bill would give in a guaranteed Transfer program and Correct discrepancies in benefits for local hires which arc things that we really  Ford said in hearings that while he is aware of the employment situation for spouses overseas he is concerned about the Quality of Dodds teachers because local hires can bypass the Lough Competition for positions that stateside applicants face. The practice of local hiring via intended to offer a Short term solution to the problem of in Forsen vacancies by allowing the schools to tilt those vacancies quickly Ford said Ai a hearing last october.
