They Are not complaining about sen. Robert Byrd of West Virginia the Leader of the democratic majority or sen. Robert Dole of Kansas the Republican Leader. But they think one of the More important tests in the careers of the two men lies ahead and they want to apply As much pressure As Senate Politeske allows. For Byrd who has decided to retire As majority Leader the next few weeks present an Opportunity for an achievement that will say More about him than the portrait that one Day will hang in Senate Halls. For Dole the test will mean a Chance to rebound strongly from his. Primary defeats. It could help him become a vice presiden tial Choice. Even if not his performance will shape How the country and his col leagues judge the talented intriguing gentleman from Kansas. Both men now face the Job of Persuad ing or bullying members of the Senate to get together and pass a bipartisan Bill that for the first time will give the country an organized coherent comprehensible Long Range and fully funded plan of action against drugs and the drug Trade. Theret5 never been a better moment. Every politician knows the Public sees drugs As a great danger today one that will be bigger tomorrow. Elections Are at hand. Strong political instincts Tell members of Congress to take action Between the democratic Conven Tion in july and the Republican Conven Tion in August before it becomes an uncomfortable election Issue. A Strong anti corruption Effort to convince people in the ghetto that the police really Are destroying All seized narcotics not just some. And Jesse Jackson s suggestion a total Effort to Stop the Sale of High pow ered weapons with which the drug killers terrorize our cities. All this will not win the drug War but it will get it started. C new York times nes out clip selecting running mate is process of elimination As Michael Dukakis looks Over his list of potential running mates seven names by All indications none of them stands out As an unencumbered Choice. The Massachusetts governor is expected to announce his Choice this week before the opening of the democratic National convention where he will be named the party s presidential nominee. Dukakis who was on a Western Campaign swing late in the week was scheduled to return to Boston on sunday. Aides said he was taking monday off but the expectation was he would use that time to go Over the material Gath ered by Paul Brountas the close Friend and lawyer who has been heading the veep search. The following names Are understood to be on the Dukakis list Jesse Jackson Sens. John Glenn of Ohio Lloyd Bentsen of Texas Bob Graham of Florida and Albert Gore or. Of Tennessee and reps. Sam Nunn of Georgia and Bill Bradley of new Jersey and House majority Leader Tom Foley of Washington. All three said no  s always possible that the buttoned Down Dukakis could Surprise everyone and choose someone whose Namehas made no list. But the known universe is the above named seven. He ran a disastrous Campaign for president in 1984 and still owes More than $2 million. Another rap against him was Best expressed by Jimmy Carter in 1976. After meet ing Glenn Carter reportedly told aides he s the most Boring Man i be Ever  Bentsen no Democrat has been elected president this Century without carrying Bentsen s Home state of Texas which has the third largest number of electoral votes 29. But Texas also is George Bush s Home state and there is no guarantee Bentsen would carry the stat for the democratic ticket. In addition Bentsen is up for re election. The old Lyndon b. Johnson Law remains in effect legislation passed in 1960 to permit Johnson to run for re election to the Senate while he also was running for vice president. But times have changed and an Effort to go for a double could Cost Bentsen his Senate seat. Graham Graham would probably give the demo cratic ticket Florida s 21 electoral votes. But he s Little known outside his Home state and is Only in his second year in the Senate. If Dukakis is looking for Washington experience to balance the ticket Graham seems an unlikely Choice. Gore damaged goods is the phrase some Duka Kis advisers use to describe the Tennessee senator a refer ence to his failed presidential Campaign. A major argument Gore used during his Campaign earlier this year was that Dukakis represented the Mondale Mcgovern Wing of the party. George Mcgovern and Walter Mondale share the distinction of having lost 49 states As democratic presidential nominees. It was a comparison that did t Sitwell with Dukakis. Gephardt another failed challenger for the presidential nomination Gephardt ran Well in Iowa and creditably in new Hampshire but then bombed out. His Japan bashing rhetoric on Trade was sharply different from the Dukakis approach. He also was seen As too willing to play special interest politics. Hamilton Well respected is the term often used to describe this senior member of the House foreign affairs committee. Boring is another.
