I kept her and the baby for four months and ended up with the entire Burden of caring for the child. My daughter would say i m going out for a few hours and she d disappear for three Days. Now i fear she is on drugs As Well As alcohol. I worry about the baby when my daughter goes on these binges. The established assertion is that with sure pay sol Diers won t have to stand in line each month for their Money. It is advertised that whenever Money is needed the Soldier can simply write a Check for the amount of Purchase. This however is not True when living in Europe if anywhere. The truth of the matter is that Many soldiers especially those with limited incomes and unlimited obligations and or foreign landlords spend twice As much time in line with sure pay As with a Treasury Check. They must stand in line at either the finance office or the company pay officer station on payday to Cash a Check and Purchase local Money. That is if their Bills Are less than the daily limit placed on these trans actions by the local finance offices most of these soldiers however must stand in the finance office line and then go to the local military banking facility. There due to the magnitude of the problem they will stand in line the line we told them sure pay would get them out of for hours. This is because Many of the finance offices have set unrealistic daily rates. The Hanau finance office for instance has set a limit of $745 per person per Day but at least it s free. Many Banks on the other hand charge to Cash checks if you Don t have your account with them. However the Soldier who decides not to join sure pay catches hell. They have to be counselled monthly by their Chain of command. To create an atmosphere of acceptance in some areas the finance offices make them wait until after a set time to Cash the Treasury Check we issued to pay them for their willingness to serve their country. Not to worry though it will be Worth the wait and harassment the Soldier with a Treasury Check gets to Cash it for the full face value amount of the Check. That Soldier also gets All the local currency needed. This All for Only one trip in line did i miss something did t we Promise the sol Diers that if they had sure pay things would be bet Ter i m confused. So Are my soldiers. When will the finance offices raise the Dollar limit so we can get the dollars we need to buy the local currency we need to pay rent utilities phone Bills and the everyday expenses we must endure for the privilege of serving in Europe when will we be Able to Cash our sure pay person Al checks at cafes and buy local currency based on our needs not cafes ? when will we be Able to finally get out of line name withheld Hanau West Germany editor s note master sgt. The Overall goal of sure pay is personal financial readiness. In the event of a conflict or deployment the Soldier with sure pay will be prepared to deploy with out making any change to his pay option. Sure pay accounts with a military banking facility in an area of conflict will automatically be transferred to and maintained by the Parent banking facility in the Continental United states. Although the Choice of banking facility you use is entirely up to you there Are some definite advantages to establishing a sure pay account with the military banking facility servicing your overseas permanent duty station. The daily $745 Check cashing limit at the finance office is a ceiling established by regulation. However at the military banking facility the Only Check cashing limit for account holders is the amount of their account balance. Non account holders Are limited to $500 per Day and Are also assessed a $1 trans action charge. Neither the finance office nor the Mili tary banking facility has a limit on the amount of foreign currency that May be purchased. In addition it is possible to use a military banking facility account in Germany to Transfer your rental payment and pay your utilities and Telephone Bills automatically thus avoiding having to stand in the line to Cash a Check or buy local currency for these Pur poses. Furthermore personal checks Are readily accepted for the full amount of Purchase at Post offices cafes facilities and commissaries. Soldiers who choose not to establish a sure pay account will always have to stand in at least one line at either the military banking facility or the finance office to Cash the Check. However beginning with the january 1989 end of month payday Usa eur finance offices have been granted an exception to the $745 limit on Check Cash ing for a one year test period. The limit will be raised to $1,000 with the following restrictions the Soldier must be living in private rental quarters rent plus utilities must total in excess of $745, the Check must be cashed for foreign currency Only and will be cashed Only during a nine Day period surrounding the end of month payday. In addition checks will not be cashed for soldiers within 60 Days of separation for a Check written on an overseas military banking facility account. Although the new rules Are still somewhat restrictive they do provide some Relief for those who choose to do their standing in line at the finance office rather than at the military banking facility. In the Hanau military Community on payday there Are up to 50 class a agents who Cash checks and sell Marks. In addition there Are five Bank outlets a to bile Bank Van four finance outlets and a credit Union All available for Check cashing.
