Since 82, the United Stales has had a Low rate of inflation a decrease in interest rates a Stock mar Ket Boom a reduction in unemployment massive economic growth and a dramatic increase in invest ments. There arc other positive indicators As  it Surprise you to know that the ratio of National debt to our Gross National product Gnu is actually less than get this. Japan a that our per capita income has grown 20 percent faster in the 80s than Over the 70s even though the deficit has Dou bled that the difference Between what the govern ment spends and what it takes in in taxes the deficit is Only about 3 percent just about the same asja pans that our 86 deficit was s220 billion and our 88 deficit was $155 billion and dropping that our deficit could be eliminated in three or four years simply by controlling the growth of government spending to no More than 4 percent a but that s the rub controlling government  it is a Correct statement that our Congress is a 535-Cylindcr spending machine Only it makes the spending decisions. The real problem then is not a financial one but a political one. You can bet that whatever the Congress gets it will spend but not for closing the deficit Gap. We currently take in taxes at the Rale of about 19 percent of our Gnu not bad at All. We currently spend about 22 percent of our Gnu. Not bad. This is exactly what Many bankrupt third world countries do. Money ceases to have value. We can simply increase taxes and close the Gap Between taxes taken in and spending level then we have Zero deficit. But the i  is heavy. More taxi simply create disincentives resulting in cuts in Avail Able corporate expansion Money reduced production reduced consumption reduced savings and reduced employment. I mentioned thai we must control spending that being the key Issue. All taxing really docs is to make government grow. They just hire More people to spend All that tax Money. But let me ask the obvious question Why do we want the National government meddling in some of these problems anyway could t such things As schools and education etc., be belter taken care of by local government Back to the deficit problem. What if we just let the budget deficit continue at .1 or 4 percent of Gnu what would happen Over the last 35 years when the deficit went up Gnu and employment went up Good. It is a historical fact that in a financially healthy country inflation also drops with a continuing budget deficit. It is also a fact that when a National debt rises 10 the Point where the servicing of it interest is equal to the taxes taken in that nation will go belly up fortunately we arc nowhere near that Point. It is their belief that they Are financing our deficit and to some extent they Are. If our trading partners or our countrymen have lost Faith in our Economy it is because cheap dollars arc hurting the one and helping us and the Congress and Liberal news Media have been giving that charade the hard sell. I will however toss my hat in with you on bashing cigarettes booze and Gas guzzling cars with a Liberal tax. However it May be useful to clarify just Why the budget deficit is important and its relation to its twin the Trade deficit. The simplest Way to look at it is to note that All income is either saved . In a savings account or by buying stocks or Bonds or spent. Also businesses undertake a Given amount of investment to buy new machines for example. To do this they must borrow inc saved income or use its own savings through profits. For the nation As a whole including the govern ment and business then the key relation is whether savings is larger or smaller than investment. If Sav Ings is less than investment the current Case then the Money needed to invest must come from abroad. This necessarily Means we have Trade deficit. We consume foreign goods and then the foreign firms use the Money to add to our savings by buying stocks Bonds or real estate Japan buying up America. This is True in the same Way that All Money an individual spends must be either earned or borrowed. So where docs the budget deficit come in the deficit is simply negative National savings. U reduces the amount of savings available to businesses. But itis Only a problem because personal savings is so Low in the United states less than 4 percent of disposable income. Clearly if we had lots of extra sayings then we could run a fairly Large budget deficit and still have a Trade surplus. This is in fact what is happening in Japan and Germany. Both countries have budget deficits proportionally larger than ours but their Sav Ings rates 13 percent and 18 percent of disposable income arc so High that they still have massive Trade  writer claimed that with a High deficit Ameri cans arc losing Confidence in the Economy and put Ting their extra income into savings. With our huge Trade deficit we can Sec from the above discussion that the real problem is that both the government and individuals arc saving Loo Little. To reduce the Trade deficit either the budget deficit must be Cut personal savings must increase or business investment must decrease or some combination. As personal savings habits arc hard to affect and a reduction in business investment generally Means a recession cutting the budget deficit is surely the Best Way. One final note the letter advocated higher liquor cigarettes and gasoline taxes to reduce the deficit. I agree with leaving personal income taxes Low to keep from reducing incentives to work. There arc also health reasons for Hijii taxation of liquor and cigarettes. But we must recognize that such taxes particularly on gasoline hit poor people harder since they spend a much larger portion of their income on such goods. I think reducing government expenditures particularly farm subsidies and some entitlement programs would be preferable. Failing this a Broad based sales tax would be fairer.2nd it. Jeffrey m.
