His office is full of preschoolers and their unsuspecting parents. They have no idea of what goes on because they arc not allowed in the treatment room. Non commissioned officers arc required to receive counselling monthly. These counsel ing sessions arc important in developing cos setting standards and establishing communications Between cos and supervisors. The same needs arc True of officers in their counsel ing sessions. According to a 623-105, the officer evaluation reporting system stresses the importance of setting standards and giving direction to the performance of subordinate officers. The key to development is effective two Way communication. Ideally subordinate and supervisor work through this process together. In my Case this did not occur. In 2v years with one unit i Nave been counselled four limes three when i was Given the Oer and one other time. Counselling at the time the Oer is Given is useless for that rating period since the actions have been completed. A 623-105 docs not require that officers receive regular counselling. The regulation docs state commanders till ensure that. Rating officials give timely counsel ing to subordinates on professionalism and Job performance encouraging self improvement when  at the beginning of the rating period a a form 67-8-1 is to be used As a worksheet to record the initial counselling. Throughout the rating period the Rater and the rated officer continue to update objectives set Forth in a form 67-8-1. Were mine an isolated Case the system would be sound. It is not. Most officers i know have never been counselled at any time other than when the Oer is Given and none receive counsel ing on a regular basis. Corrections can be made to the system. I suggest All officers be Given formal written counselling on a quarterly basis. This counselling should be performance oriented commenting on the abilities of the officer and needed improvements. The oers be revised to eliminate inflation of numerical evaluation scores similar to the on going revision of the enlisted efficiency report system. Until the oers is revised each officer should be Given two oers one an honest evaluation for the officer s and Rater s personal files and one to be sent to depart ment of the  files. An officer needs to know his strengths and weaknesses. Few officers arc Good enough to be rated As perfect but even fewer would be promoted if rated honestly. Until the system is re worked a Middle ground is necessary. The complaints of one Soldier who feels he has been wronged May be passed off but i feel that i have noted serious problems with the system. Every Soldier is entitled to honest reasoned evaluations and it is time that the  s leaders be retained and promoted on the basis of a realistic system. Douglas j. The writer has failed to address the requirements of the regulation which state throughout the rating period both Rater and rated officer should continually As sess whether the Doty description and performance objectives Are adequate. The regulation further states that during these discussions the Rater should coach the rated officer on his or her personal and professional development and that this should be accomplished Dur ing periodic coaching and counselling. It appears the rated officer was placed in a unique position and since he was not specific about the Type of unit it is very difficult to be More specific. Any suggestion or improvements to the Oer system must be addressed to the office of the Deputy chief of staff for personnel.
