Johannesburg South Africa a president . Botha who led South Africa through 11 turbulent years of racial violence and political confrontation resigned monday after losing a Power struggle with his National party. Botha made the announcement in a statement pre pared for delivery on National television. . Do Klerk Botha s successor As National party Leader was expected to serve As acting president until crucial parliamentary elections set for sept. 6. Botha involved in a running feud with his party since he began recovering from a stroke suffered Jan. 24. Said his Cabinet forced him to resign. The statement was released by the Independent South Africa press association prior to the televised address. The escalating Battle Between Botha and his party turned into a Public showdown when Botha announced Friday he had not been consulted about do Klerk s planned aug. 28 meeting with zambian presi Dent Kenneth Kaunda. Foreign minister Pik Botha who is unrelated to the president had issued a statement thursday evening saying that Botha had been informed of the trip. The diplomatic Mission could bolster South Africa s Long strained relations with Black Africa. Botha who met with four Black african leaders Las year had worked hard to increase South african con tact with the rest of the continent and apparently Felt he did not receive proper credit. De Klerk conferred with his Cabinet colleagues sat urday and reportedly obtained their backing prior to monday s confrontation with Botha. All Cabinet ministers including do Klerk mc4 with president Botha Tor three and a half hours monday morning at the president s residence in Cape town. But All those present refused comment until Botha released his statement. Botha previously had agreed under pressure from the party leaders to retire after the sept. 6 elections. Botha in one of his rare Public comments in recent months insisted he was not a sulky old  but he never congratulated do Klerk on becoming National party Leader. Botha also refused last month to attend a Farewell banquet planned for him by the National party. Botha had almost no political Power base after he resigned As National party Leader in february but had almost unlimited government authority under the Constitution he helped introduce in 1984. Special election to be held to replace Leland Houston a the congressional scat left vacant by the death of Democrat Mickey Leland in a plane crash in Ethiopia will be tilled in a Spe Cial election. Nov. Bill Clements can choose the next uniform election Date nov. 7, for the election to fill the downtown hous ton seat Leland held since 1979, or he can declare an emergency and hold one sooner said Clements press Secretary. Wreckage of a plane carrying Leland and 15 others to a refugee Camp in Ethiopia was discovered sunday on a Mountainside 100 Miles from the travelling party s destination. There were no survivors. The 18th congressional District is a varied area that includes one of the City s poorest slums but also Middle income neighbourhoods. Some 70 percent of residents arc i ther Black or hispanic. Geren a fort Worth attorney got Quick endorsements from both Wright and from Democrat Jim Lane who finished third in the race and with 22 per cent of the vote was the Only other Candi Date to Garner More than 3 percent. A Runoff is necessary because no one in the eight candidate race to replace Wright received a simple majority. Gercon received a ringing endorsement from Wright who resigned the seat june 30 after an ethics investigation uncovered 69 instances of alleged House violations. He is steeped in the traditions of our stale and country Wright first won election in 1955 and was re elected 17 times in the next 34 years. He received 88 write in votes in the special election after telling constituents he was not interested in trying to win Back the seat. The elections administrator asked Clements to schedule the Runoff for sept. 9. The Runoff must be called 20 to 30 Days after the state canvasses the votes a process that probably will be completed in a week. In Dallas voters approved by a 2-to-l margin a proposal to reorganize the Structure of City Council. The proposal received 41,456 votes to 20,823 against. The so called "10-4-1" proposal called for expanding the Council from 11 Mem Bers to 15, with 10 elected from single member districts four from overlapping super districts and the mayor elected City wide. Currently eight members of Council arc elected from single member districts and three including the mayor Are elected at Large. Proponents said the plan would give minorities a greater voice in City govern ment. Opponents said it would dilute minority voting Power. Others said the plan would t substantially change the ethnic makeup of Council districts. And Dallas area rapid transit officials won a significant Battle when voters in four of five Dallas suburbs decided to retain the Agency.
