By Deedee Arrington Doke Kalser Slauter Bureau Ramstein a West Germany in a move supported by the military serv ices the Pentagon is seeking to give the spouses of civilian workers the right to equal Opportunity in competing for jobs with military family members. We have in fact agreed this is Essary and needs to be done said fran Cipolla the acting Deputy to the assist ant Secretary of defense for civilian personnel. We have put together a proposal and moved it on. We re pushing it Cipolla made the comment Friday during a talk to the International person Nel management association at Ramstein. A 1987 Law that gave military spouses hiring preference was aimed primarily at employment problems in the United states where local hire positions at Mili tary bases usually were filled through civil service registers. At overseas installations military and civilian spouses received equal priority in hiring under regulations passed by the services in the 1970s. But As a result of the 1987 Law spouses of civilians As signed overseas face severely limited employment opportunities said Dick Olson the civilian personnel adviser forthe . European come which has its Headquarters in Stuttgart West Ger Many. Civilian spouses cannot be hired for most openings until personnel offices have exhausted the Field of military spouse applicants. We Don t think that was the intent of the Law to freeze civilian spouses out of employment Nicholson told the Sta Sand stripes in a Telephone interview. The problem we have is it is unequal because we arc All literally in the same boat overseas. The Only game in town is government employment. We feel it s imperative that Congress Amend the Cir although he acknowledged that he has no statistics to support his theory Olson said he expects the employment situation for civilian spouses has a Long term negative effect on recruiting civil ians from the United states. Nicholson said that there May be pockets of resistance to the propose amendment and that no sponsor has been found for the legislation. The one thing i Hope we Don t get into is a controversy Over this Issue Cipolla said in an interview after his Ramstein address. We can t afford Mohave a situation where one segment of our work Force feels that it is different than another segment. We Don t want to have morale prob lems generating from this so we re trying.
