Schools nears Washington a the nation s governors preparing for the first presidential Summit since the depression will tackle a Tough assignment How to Shore up America s failing school system. Few substantive results Art expected from the sept. 27-28 session at the University of Virginia in Charlottesville but some governors say the Summit could focus attention on the Issue. Most americans still believe that when we talk about a crisis in education we Art talking about some one else s kid in some other  said new Jersey gov. Thomas h. Kean. If the presidential Summit can turn that attitude around and highlight the need for a National focus on education that will be a major  Florida gov. Bob Martinez said the presidential emphasis on education will make it a major Issue in every  the Wojic House has not released an Agenda but governors said the key issues will probably include increased Federal financing less government meddling and More parental control popularly called  closed sessions arc planned. The Federal government spends a Little under 2 pet cent of its Overall budget or s22 billion on education. The Federal share of the nation s total education spend ing has fallen about 3 percent since 1980. Bush has offered $441 million More in funding in a package that includes Money to Reward Good schools and teachers create Magnet schools and promote alter Nate teacher certification systems. Magnet schools offer special programs to draw students. But new York gov. Mario Cuomo criticized the Bush administration for worrying More about summits than where the funding will come from. If the education Summit becomes a Choc Reading ses Sion in which the president encourages us to raise local taxes we Don t need a Summit said Cuomo. We Don need to be encouraged to spend. We need  Idaho gov. Cecil Andrus complained that the fed eral government has decreased its funds to the state by More than 7 percent a year for the last two years mainly by changing various educational formulas. Ohio gov. Richard Celeste said that a dramatic Retreat in College Grants and financial assistance Means More students must turn to Loans to continue their education. That keeps Many Blacks and hispanics from attending College because they View those Loans As a form of  Celeste said. Gov. George sinner of North Dakota said Bush should target More Federal Aid to Rural schools which need Money to expand their often limited courses. Many states face High dropout rates but even those states with relatively Low rates arc worried. South Dakota gov. George Mickelson said misstate s dropout rate still among the nation s lowest is creeping upward. The state ranked fifth lowest in 1982, eighth lowest in 1986 and now is 12th-Lowcst. West Germany a group of overseas school system Educa tors is taking Steps to build a network of present and former members of the department of defense dependents schools. The organization called the Dodds retirement group issued its first news letter this month and claims a membership of about 124. Students in the Atlantic and Mediterranean regions will attend classes a scheduled. School officials announced the change last week citing the need for teachers to devote a Day for work on local school improvement projects. The change Means that students in West Germany will have 182 classroom Days one fewer than the school system s previously announced total of 183. A Region spokesman said the North Central association of colleges and schools which accredits the overseas schools requires Only 175 Days of class room instruction per school year. Middle schools focus of 6-Day workshop Wiesbaden West German a Florida based consultant has agreed to direct a six Day workshop in Wiesbaden focusing on Middle school education be ginning nov. 13. Sandra Schurr director of the nation Al resource Center for Middle level education at the University of South Flor Ida s College of education and four consultants have agreed to direct the workshop. Teams composed of an administrator and two teachers from every Middle school and Junior High school in West Germany have been invited to attend the workshop. Organizers plan to limit participation to 80 educators.
