I am the oldest of four children whose parents should have been divorced. So far Between my Sib Lings and me there have been. Eight divorces. The ninth is 1 scheduled for october none of us was Good at relationships be " cause we had no role models and we never knew what a Good relationship was like. Mom was cold and Distant More interested in her self than in pop and us kids. They did t fight much in fact they hardly Ever spoke to each other. Mom showed More affection to her cats than she did to pop. Pop was Bright and funny and All our friends thought he was Cool. Mom said he was putting on an act. When he was t Home which was often mom ran him Down every Way she could. Pop died last year. I was devastated by his death and the break up of my second marriage which occurred the same week. My doctor suggested that i see a psychologist. So Many things came up in therapy that i decided to ask mom some questions about our life when i was growing up. She started to scream at me and said you Are just As goofy As your father was. People should t Analyse their life. They should accept  1 decided to talk to pop s sister a great lady whom mom despised. She gave me some real insight into my parents marriage. It was a Nightmare for both of them. Pop tried to get mom to a psychiatrist but she refused to go. He got himself a lady Friend. If Ever a couple should have split it was my parents. But they stayed together for the  a survivor in Chicago. Dear survivor half of today s marriages will end in divorce. I Don t want to be responsible for inflating the figure but when a relationship is phony unrewarding and miserable it might be Best for All concerned to Callot a Day. Dear Ann Landers i am a handicapped person who has a handicapped placard on the dashboard of my car. My wife is Hale and Hearty and in Good health. Whenever we go to the Market or in the mall i sit in the car while Emily docs the shopping. Will you please advise that stubborn woman that the parking spaces for the handicapped arc not for Able bodied folks like her if you arc wondering Why i Don t Tell her myself it is because she has a hot temper and does t like criticism a Coward in California dear Coward maybe you Haven t the nerve to stand up to Emily but when you go with her and sit in the car your presence gives her ploy legitimacy. Marie is 26, has a very Good Job and has been living at Home Ever since she got out of College. She just put a Down payment on a Condo and will be mov ing out soon. She wants to take her bedroom set. Ques Tion is she entitled to it she says it s hers because we bought it for her when we redecorated her room six years ago. We do not agree. Who is right trouble in Conn. What i Don t understand is Why that the a form 190 has to be signed by an o-6. Everyone realizes the built in delay that this entails. In some locations you must also wait until there arc enough people signed up to have the orientation. A Friend and i called several other communities and re Quested that we be allowed to test there. We were told that this was not possible because we were not from those communities. Why must there be so much red tape involved in getting a motorcycle License for personnel who arc experienced riders who have already completed a motor Cycle safety foundation experienced rider course on a stateside Post Start sri. Howard l. Tadlock Kirch Gens West Germany i recently transferred from Italy to . West Germany. While stationed in Italy i was licensed to operate an automobile and All classifications of motorcycles. While i was there i attended a motorcycle defensive Drivers course Given by a qualified army motorcycle safety course instructor. When i attempted to Transfer my Usa eur License from Italy to Germany the people who work at the Vogel Weh Drivers testing stated that the License cannot be transferred. The Drivers License requirements in Italy arc set Forth in accordance with Usa eur Reg 190-1. Even on the Driver s licenses issued in Italy it states the person described herein has been authorized to operate the indicated class of vehicle in Italy and West  i see no problem in transferring a motorcycle from Italy to Germany especially for a person who has Man aged to survive operating a motorcycle for three years without being involved in an Accident. I attended the motorcycle safety foundation training which is required at and accepted at All air Force installations worldwide. When i tried to use my is card Here As proof of training i was told it was no Good and i d have to attend their classes and take a Riding test or be tested by a Fah Schule German driving school. The mss training was far better than what i received Here. I feel motorcyclists Are being discriminated against be cause of the actions of a few irresponsible riders. I have Over 15 years of motorcycle experience but Here i m treated As if pc never Ridden before. I feel humiliated what will happen when nobody can come up with any More new rules will motorcycles be banned the people who come up with these rules must think that if they make motorcycles enough of a hassle nobody will want to ride them and All their problems will be solved. Forces stationed in West Germany but after an explanation of the motorcycle licensing program we be Lieve you will agree with the rationale for the program. The program was not designed to prohibit personnel from operating a motorcycle but rather to ensure that they Are property trained to operate a motorcycle safely in Germany where the traffic density is Many times greater than that in the United state. Until 1986, motorcycle accidents and fatalities had been increasing. Thirteen fatalities occurred in Usa eur Dur ing 1985 and 10 fatalities in 1984. The fatality Rale per 1,000 motorcycles registered in Usa eur in 1985 was 2.71. This is significant when compared to cars which had 0.2 fatalities per 1,000 vehicles registered for the same period. Statistics indicated that the majority of the motor Cycle fatalities occurred with motorcyclists who had possessed a Usa eur motorcycle License less than two months. This was attributed to Lack of Riding skills and the unique situations present in Germany. As a result of these facts the commander in chief of Usa eur directed procedures be developed to provide More training and testing of applicants for their own safety. The motorcycle Accident prevention program is designed to ensure that before a motorcycle operator License is is sued the applicant is knowledgeable in the rules of the Road and is competent in Riding a motorcycle in Germany. Since implementation of the current procedures Only eight operators licensed under the procedure have been killed in motorcycle accidents since april 1986. Under the current motorcycle licensing procedures which went into effect april 1, 1986, All army Ali Liale applicants for a motorcycle License must attend a four hour Usa eur motorcycle orientation course. Air Force affiliated personnel operate under different procedures for motorcycle training air Force regulation 125-11. Novice applicants those who have never been licensed to operate a two wheeled motor vehicle or cannot show proof of such License must obtain a Usa eur learner permit and Complete training at a local German Driver school at their own expense about 43 Marks per hour. After receipt of a German Driver school certification applicants must return to the local Community Driver testing station to obtain their Usa eur motorcycle License. Experienced applicants those who can provide proof of a valid stateside motorcycle License must pass a 30-qucstion motorcycle test and a nine exercise motorcycle proficiency course. If applicants fail either test they must obtain a Usa eur learner permit and also Complete training at a local German Driver school at their own expense. During the recent rewrite to Usa eur regulation or 190-1, recognition of other is. Forces european come motorcycle Driver licenses was incorporated into or 190-1 so other european command motorcyclists would be considered As experienced applicants in Usa eur. Or 190-1, Cincu Saveur instruction 11240.611 and Safe regulation 125-13 provides the Standard guidelines and policies for applicants and commanders to follow for obtaining and processing a motorcycle License application. These policies Are Standard for All Usa eur personnel in Germany this Headquarters has not authorized any deviation from the established program. However Community commanders do have the authority to establish local testing and approval authority restrictions. Therefore these two issues must be addressed by the appropriate Community authority. The Usa eur motorcycle licensing policy does not discriminate against motorcycle operators. Quite the contrary it has been developed to help protect and pos Sibly save lives and has demonstrated itself to be very successful. By attending a German Driver school the motorcycle applicant will receive the Best possible train ing available to operate a motorcycle in Germany.
