Bush indicated his intention to work closely with president Barco to expand bilateral Trade and investment opportunities in order to Spur Colombia s eco nomic  White House . He said Bush has asked . Bush said the United states is pre pared to resume talks with Colombia and others on renewal of the International Coffee agreement which has in the past set Coffee Export quotas to keep up prices Fitzwater said. Last week Bush rejected a plea by Barco for a one year reinstatement of a Coffee Export quota system that had helped colombian Farmers. Coffee is Colombia s chief Legal Export. World Coffee prices have fallen by about a third since the 74-nation Cartel suspended Export quotas when the United states backed by some Central Amer ican countries who wanted larger quotas blocked a new agreement in july. President Bush welcomes president Virgilio Barco of Colombia at the White House. Colombian officials have suggested that without the Price guarantees it will be difficult to keep Farmers in their coun try from switching from Coffee to coca.
