Figures released by the Pentagon s education policy office showed the Navy and air Force had the highest number of members who reconsidered with 15,665 and 7,828, respectively. The army had 2,313 members sign up the marines 2,025, and the coast guard 674. The Pentagon estimates that about 220,000 service members were eligible for the second Chance. Some military officials had argued against making the offer claiming the number of eligible members who might be interested would be 5 percent or less. The congressional budget office estimated that the figure would be closer to 10 percent.
